The Karnali Provincial Public Service Commission has not issued any advertisement in the current fiscal year. The commission has not issued any open advertisement since Asad 23 last year. But 1,363 employee positions are vacant at the local level of Karnali.
There is still a shortage of 28 percent of employees in the offices under the provincial government. But the cabinet meeting held on Chaitra 19 last year had decided not to send any details for filling the posts to the commission until the new Organization and Management Survey (ONM) was approved. According to which, the open advertisement has become null as even the local levels have not sent the 'Employee Demand Form'. Laxmi Kumar BK, Secretary to the Office of the Chief Minister and Council of Ministers, said that the work of the ONM has not been completed yet.
The commission had advertised for promotion through seniority and performance evaluation, internal inter-service competition, open and inclusive competitive examination for the provincial civil service and local service assistant level fourth level (non-technical and technical) in Ashar last year. Since then, there has been no notice for the open examination for almost 11 months, said Santosh Pandey, the commission's information officer. According to him, the commission published 3 notices for promotion to the fourth and fifth levels after a long time on Jestha 6. 'The filling of local level posts will also happen after the recommendation from the province, the provincial government does not send the demand form,' he said, 'It is not certain when the notice will be open.'
According to the Office of the Chief Minister and Council of Ministers, 5,660 posts have been created in 79 local levels of Karnali. Of which 4,297 employees are working. The highest number of posts of 477 employees are vacant in the administration sector in the province. Similarly, there are 421 vacancies in engineering, 237 in agriculture, 152 in health services, 51 in education services and 25 in miscellaneous services. Surendra Bahadur Shahi, Information Officer of the office, said that the non-filling of technical staff has had a major impact on service flow and development. According to him, out of 183 posts created for education from the fifth to ninth level, 132 have been filled, while 634 people are working out of 1,055 posts approved for engineering.
Tshiringkapne Lama, Chairman of Mugamkarmarong Rural Municipality of Mugu, said that the problem of staff not coming to work has caused problems in development. According to him, out of 70 staff posts, about 30 posts are vacant. ‘Employees refuse to come because they are inaccessible. Even if they come, they get a job or transfer and then leave within 4/5 months,’ he said. ‘We have to run the municipality with the help of contract employees.’ Namkha Rural Municipality Chairman Prem Bahadur Lama said that he had repeatedly reached Kathmandu via Surkhet to ask for employees, but they were ignored. He complained that citizens have not been able to experience the local government due to the lack of employees. According to him, the municipality has a capacity of 65 employees, but 25 employees have not been filled yet.
The Provincial Public Service Commission has the legal authority to select candidates for the provincial civil service, provincial police service, provincial assembly service, provincial other government services, provincial organized organization services and local service posts. However, due to the failure to agree on a division of labor between the ruling Nepali Congress and the UML, the commission has been without a leader for more than a year. The commission has been without a chairman since December 3, 2080. The commission was left without a leader after the then chairman Ram Prasad Upadhyay retired due to the age limit of 65. The post of chairman of the commission has been vacant for a long time, and the commission has been facing policy problems, said Bipin Acharya, secretary of the commission. ‘The posts have not been filled as per the annual work plan,’ he said, ‘There has also been a problem in making various policy decisions.’
On February 20, 2077, Basanti Kumari Singh (Shahi) and Bhakta Bahadur Khadka were appointed as members along with Chairman Upadhyay. Although the term of office of the chairman of the commission is 6 years, Upadhyay retired after four years due to the age limit, while Khadka, who was appointed with him, has also been given a leave. Currently, member Singh Shahi is holding the responsibility of the acting chairman. She is the wife of Congress parliamentary party leader and former Chief Minister Jeevan Bahadur Shahi. Bhakta Bahadur Dhakal is a member of the commission.
The Karnali government had formed a 4-member high-level committee under the coordination of former Secretary Laxman Aryal on Baisakh 5 last year for administrative restructuring. After studying for almost two months, the committee submitted a report to the government on Asad 5 with recommendations including reducing the number of 8 ministries to 6, abolishing some directorates and offices, and reducing the number of employees from about 2,900 to 2,500. Accordingly, the provincial government is going to form a new ONM. As per the committee's recommendation, the Ministry of Internal Affairs and Law was merged with the Office of the Chief Minister and Council of Ministers from Mangsir 1 last year, and 25 positions in the ministry were cut.
Secretary BK of the Chief Minister's Office said that details of the employees' positions have been sought from the local level for the new ONM. According to him, after the new ONM is formed, the Public Service Commission will be recommended for advertisement. Currently, nearly 2,000 employees are working in the bodies under the Karnali Provincial Government.
