The embezzlement of Karnali provincial government bodies has been increasing year by year. The 63rd annual report of the Auditor General has pointed out that the public finance management of the provincial government is becoming unstable. According to the Auditor General's report, Karnali is in the second place in the province with the highest embezzlement. The highest embezzlement is in Madhesh province.
In the fiscal year 2080/81, there were 4.12 billion 584 million embezzlement, of which 176.4 million 58 thousand rupees were cleared. The Auditor General's report mentions that another 773.62 million rupees were added in the fiscal year 2081/82.
The Auditor General stated that the embezzlement amount of 37.19 billion rupees 80.76 million rupees was found during the audit of 137 offices including provincial ministries and bodies under the provincial government that year. Of the total amount of tax collected in that year, only Rs 72.739 crore is tax. The Auditor General's report mentions that the net tax excluding tax is Rs 70.823 crore.
There was a tax of Rs 3.948254 billion till the fiscal year 2079/80. Of this, Rs 29.6844 crore was deducted from the audit. After the audit, an additional Rs 9.692 billion was added, bringing the total tax to Rs 3.66112 billion.
According to the Auditor General's report, the tax rate in Karnali, which was 1.22 percent in the fiscal year 2080/81, has increased to 2.08 percent in the fiscal year 2081/82. In 2080/81, Rs 45.9482 billion was added to the tax.
The Accountant General has pointed out the need for the relevant bodies to take more effective steps to control irregularities and maintain financial transparency.
