The Karnali provincial government has sought suggestions from stakeholders along with discussions for collecting suggestions related to policies and programs, budgets and revenues for the upcoming fiscal year 2083/084.

The Ministry of Economic Affairs and Planning on Monday in Birendranagar had suggested that former Chief Ministers, provincial assembly members, local level representatives, private sector and representatives of various bodies should focus on budget implementation, production growth, employment creation and infrastructure development.

Participants in the program emphasized the need for coordination between policies and budgets for the development of Karnali. Former Chief Minister and Nepali Congress Parliamentary Party leader Jeevan Bahadur Shahi said that the development and prosperity of the province would not be possible with a budget brought without coordination with the policy sector.

He suggested that concessional programs for industry and business, priority in road infrastructure and expansion of the revenue scope should be provided. Mangal Shahi, leader of the opposition party in the provincial assembly, said that policies and programs should not be limited to words alone but should be results-oriented in practice.

Former Chief Minister Rajkumar Sharma emphasized the need to improve past weaknesses and create employment, and to introduce programs according to agricultural production and geography. He said that priority should be given to a central railway-based transport system and plans based on agricultural produce.

Discussion on Karnali government's policies and budget

Minister for Land Management, Agriculture and Cooperatives Binod Kumar Shah said that cooperation between the province and local levels is necessary for budget implementation. He said that if the local level declares an organic agriculture zone, the province government will support.

Coordinator of the National Federation of Rural Municipalities Karnali, Nim Bahadur KC, said that there is a lack of coordination between the province and local levels and said that the budget implementation system should be improved. He suggested employee capacity development, budget allocation based on social justice, and handing over plans of less than Rs 5 million to the local level.

Chairman of the District Coordination Committee Federation Karnali, Manjan Bahadur Karki, urged not to include unimplementable plans in the budget. He said that plans focused on utilizing local resources and promoting tourism should be brought. Kalyani Khadka, Chairperson of the Provincial Affairs Committee of the Provincial Assembly, said that policies and programs that provide long-term benefits are necessary, focusing on agriculture and technology. Concluding the program, Minister for Economic Affairs and Planning Rajiv Bikram Shah said that the upcoming budget will be brought by improving the weaknesses of the current fiscal year. He expressed his commitment to bring a budget focused on building a production-oriented, people-oriented, result-oriented and self-reliant economy by incorporating the suggestions received. He said that the policies, programs and budget for the upcoming fiscal year will be prepared keeping in mind good governance, fiscal discipline and the prosperity of the province.
