The Nepali Congress has made public the 21-point 'Karnali Resolution-2083' keeping in mind the development, good governance and citizen-friendly service delivery of Karnali Province.
The resolution was made public on Tuesday after it was passed by a two-day gathering focused on the province and local levels held in Birendranagar, organized by the Central Policy, Research and Training Institute of the Nepali Congress.
The gathering was attended by people's representatives of the local levels of Karnali Province, provincial leadership and district level leaders. The resolution states the commitment to run a responsible, accountable and citizen-oriented local government in accordance with the spirit of the constitution. It is mentioned that the local level will provide easy, accessible and timely services, and make good governance and the rule of law effective.
The Nepali Congress has set a goal of building a 'prosperous Karnali' by prioritizing education, health, employment and enterprise development, and by protecting and promoting Karnali's natural resources, herbs, agricultural products, language, art and culture. It also commits to coordinate with the federal government to make health insurance effective, expand health services at doorsteps, and ensure access to 'air ambulance' services in remote areas.
The resolution states that initiatives will be taken in data collection, certification, and land management to solve the problems of landless Dalits, squatters, and unorganized settlers. It also states that a campaign will be launched against social evils such as violence against women, caste discrimination, Chhaupadi, child marriage, and drug abuse.
Under the 'Karnali Connectivity' concept, emphasis has been placed on expanding infrastructure, communication, and energy. The resolution states that the federal government's attention has been drawn to the operation of the Yarihilsa checkpoint.
It also demands effective implementation of federalism, ending staff shortages at the local level, and equitable distribution of the budget. The Congress has also stated that strengthening the party organization, digital archiving, and active membership campaigns are prioritized.
