”The government and people's representatives should unite to make good use of the budget and invest it in the prosperity of Karnali,” said Yagyaraj Joshi, the provincial chief of Karnali Province. ”I disagree with the argument that there is no development in Karnali. Development is underway, but its pace needs to be increased.”

Karnali Province Chief Yagyaraj Joshi has said that development will be halted if the budget is frozen. Taking a dig at the situation where Karnali's budget is frozen every year, he also urged people's representatives and employees to be committed to it.
Speaking at the inauguration ceremony of the second edition of the 'Karnali Youth Festival' that began in Birendranagar on Saturday, he claimed that the annual budget freeze means development will be halted. 'The government and people's representatives should unite to make good use of the budget and invest it in the prosperity of Karnali,' he said. 'I disagree with the argument that there is no development in Karnali. Development is underway, but it is necessary to increase its speed.'
He said that since some doors of development are closed for a prosperous and happy Karnali, the common voice of the youth should now be raised to open those doors. He said that Karnali is not actually poor, but rich in immense potential and natural resources, and that the external perspective of looking at Karnali is wrong. Joshi said that even though Karnali is shown to be poor from the outside, it is not like that from the inside.
‘Karnali is rich in minerals, it has the largest and most unique natural resources and structures in the country,’ he said, ‘but this province has been included in the poverty list due to the tendency of NGOs to advertise Karnali as poor just to bring in donors.’
He expressed concern that Karnali has the potential to retain the country’s youth, but it has not been utilized properly. He stressed the need to attract youth, especially in agriculture.
