The Karnali provincial government has prepared a strategy on menstrual health and justice. The provincial Ministry of Social Development has prepared the Guidelines on Menstrual Health and Justice 2082.

The strategy focuses on the health and justice of women and adolescents during menstruation. It is said that preparations are underway to implement this strategy from the next fiscal year.

Now, according to the strategy, various activities will be carried out by targeting women of the menstruating age group and linking menstruation with health and justice, the Ministry's Health Division has stated.

Stating that the ministry is working on this for the first time, Health Division Chief Brish Bahadur Shahi claimed that Karnali is the first province to prepare a strategy on menstrual health and justice. He said that while earlier it was focused on not touching menstruation, the strategy will also be linked to health, sanitation and justice.

The strategy mentions the right to provide justice to women and adolescents by ensuring complete freedom from physical, mental, and social problems during menstruation, as well as improving the health of women of the menstrual age group and ensuring resource support without facing any discrimination, stigma or obstacles.

Similar strategies include legal and institutional arrangements, arrangements for programs to be operated, committee-related arrangements, arrangements for records, reports and study and research, organizational structure and responsibilities, and various titles.

To effectively operate menstrual health and justice-related programs, a Menstrual Health and Justice Facilitation Committee will be formed under the coordination of the Secretary of the Ministry of Social Development. The committee members will include the Head of the Ministry's Social Development Division, Director of Health Services, Undersecretary of the Ministry of Internal Affairs and Law, Undersecretary of the Provincial Planning Commission, Director of Education Development, and the Chief of the Health Division as the member-secretary.

Similarly, the strategy mentions the formation of a technical committee under the coordination of the health service director, a local level coordination committee under the coordination of the local level chief or chairman, and a local level monitoring committee under the coordination of the local level deputy chief or vice-chairman. Shahi says that it is believed that after the implementation of the strategy, the problems faced by women and adolescents in Karnali will decrease.

In Karnali province, 51 percent of the total population is women and 24 percent is adolescents. In terms of the use of menstrual management materials in the province, 45 percent of women between the ages of 15 and 49 use disposable pads. Similarly, 92 percent of women and adolescents in Karnali are banned from menstruating.

Stating that menstruation needs to be viewed with the eyes of health and respect, Chief Shahi said that work such as menstrual pain, proper disposal of menstrual management materials and environmental impact, information on menstrual management materials, quality of pads to be used, availability and assured selection, and social awareness will now be conducted through this strategy.
