Karnali Province Chief Minister Yamalal Kandel has said that the new government has not been able to abandon the centralized mentality. He said that due to the traditional and centralized mentality of the new federal government towards the provinces and local levels, various complications have arisen in the operation of both levels of government.

Addressing the eighth establishment day program organized by the Office of the Karnali Province Chief Attorney in Surkhet, Chief Minister Kandel mentioned that there are still challenges in the effective implementation of federalism.

Chief Minister Kandel said that even after a decade of the implementation of the constitution, structural issues have not been implemented as expected. 'If thinking and practice had progressed according to the constitution, the implementation of federalism would have been much further,' he said, 'The traditional centralized mentality is still affecting our work.'

He also said that the rights granted to the provincial assembly and local levels by the constitution have not been fully implemented in practice.

He expressed concern that efforts are being made to stifle the rights of the provincial assembly and the local government legislatures in recent times. ‘The federal government is trying to replace the rights granted by the constitution on the basis of general circulars, which is against the essence of federalism,’ said Chief Minister Kandel.  

The Office of the Chief Advocate, Karnali Province, has so far been advocating and defending the provincial government or its subordinate bodies in related cases. According to the office, legal services have been provided in 694 cases so far. Similarly, the work of providing legal and constitutional advice to the provincial government and related officials, coordination and guidance to maintain the quality of written responses and petitions submitted to the court is also ongoing.

Representatives of the concerned bodies, legal practitioners and government officials were present at the program. The participating speakers emphasized the need to review the status of federalism implementation. They said that regular evaluation is necessary to determine whether the institutions established according to the law are working according to their objectives. They also expressed the view that citizens should be made aware of their rights and duties by expanding legal education at the public level.
