Shankarmali Construction Services won a contract worth nearly Rs 50 million in the fiscal year 2074/75 for the upgrading of a 20-kilometer road from Mugu to Talcha along the Karnali Highway. It took on the responsibility of widening the road, constructing retaining walls, and graveling.

The company did not complete even half of the work even after the deadline expired three times. After repeated requests to construct the road were ignored, the Road Division Office terminated the contract on Chaitra 11 by confiscating the company's deposit.

Similarly, in the fiscal year 2075/76 BS, an agreement was signed with Man Shahi Construction Services Kalikot for the repair of blacktop in two sections of the Karnali Highway, namely Dahikhola-Nagma and Serighat, for nearly Rs 10 million. It also extended the deadline three times. But after its progress was zero, the contract was terminated on Chaitra 11.

The Road Division Office, Jumla, terminated 10 contracts that had been pending for years along the Karnali Highway on Chaitra 11. Similarly, Information Officer Saurabh Kumar Singh said that a public notice has been issued to four construction companies regarding ‘why not to terminate the contract and take action’. According to him, it has been recommended to terminate the contract and put those companies on the ‘blacklist’. According to him, those contracts are from the fiscal year 2074/75. ‘If the contractor company refuses to work as per the agreement despite repeated requests, the deposit amount they have deposited will be confiscated,’ he said, ‘Now we will move forward with the process of a new contract.’

Locals have been suffering for a long time when the road upgrading work is pending. Kamal Bahadur Shahi, the mayor of Khandachakkra Municipality in Kalikot, said that after most of the blacktops that were made in 2072 BS with the assistance of 1 billion rupees from the World Bank were worn out, the road became muddy even during normal rains and dusty when the sun shone. According to him, most of the places have only one lane, causing traffic jams for hours. He informed that there is a risk of landslides due to the weak geography.

Information Officer Singh said that the upgrade works in the Dahikhola Manma-Nagm-Jumla section of Kalikot, which is at the highest risk, have been stalled. According to him, the contracts for the Khullale to Ghodenga section taken over by Krishna Nirman Sewa in the fiscal year 2079/80, the Nagm-Gamgadi section taken over by Avinash Nirman Sewa, the Mugu section taken over by Binamara Nirman Sewa, and the Kudari-Kalikot section taken over by Dhurwa Nirman Sewa in the fiscal year 2078/79 have been terminated.

According to the Road Division Office, two contracts worth about Rs 160 million in Kalikot, one for the Nagma-Gamgadi road section in Mugu, and one for the road connecting Manang-Mustang via Jumla-Dolpa have been terminated, said Acting Division Chief Shravan Kumar Mahatara. According to him, highway upgrading work is being done under 8 contracts worth about Rs 200 million last year. He informed that three projects in the Dahikhola-Nagma section have been completed in the current fiscal year.
