The Karnali High Altitude Training Center in Lodchaur, Patarasi-3, whose construction began after a feasibility study 9 years ago, has been confirmed. Earlier, it was difficult to work because the funds were not received on time. Even the budget allocated every year was not spent and had to be returned. But this time, 6,120 square meters of land has been acquired in the name of the Karnali High Altitude Training Center.
The training center has been confirmed after Lauro Bohora, Gor Bahadur Bohora and Kumbh Bohora of Lodchaur, Patarasi Rural Municipality-3 provided free land in the name of the training center. District Sports Development Committee Chief Kabidutt Neupan has already handed over the title deed of the land received in the name of the training center to National Sports Council Member Secretary Ramcharitra Mehta.
‘Till now, the budget was coming but it was difficult to spend it due to lack of land acquisition,’ said Patarasi-3 Ward Chairman Govinda Rawat, ‘Now, the formal path to spend the budget that has come and ask for budget has been opened.’
On 2074 Poush 3, a feasibility study was conducted under the leadership of the then Sports Ministry Secretary Mahesh Dahal.
The Karnali High Altitude Training Center is to be built at an altitude of 2,850 meters above sea level. ‘After a long period of effort, land has been acquired,’ said Office Chief Neupane, ‘Now it is certain that the Karnali High Altitude Training Center will be built. Jumla, which has become synonymous with poverty, disease and indulgence, will become known in the district with good prospects for sports tourism.'
A year ago, a team including District Coordination Committee Chief Gaurinanda Acharya reached the site where the Karnali High Altitude Training Center will be built and formed a land management committee under the leadership of Patarasi Rural Municipality Vice-Chairman Janamaya Rokaya.
The locals have expressed their commitment to provide free land if the land that has been acquired is found to be insufficient to build the Karnali High Altitude Training Center. The National Sports Council had prepared a DPR with a budget estimate of Rs 1.58 billion including VAT to build this training center.
So far, Rs 25 million has been spent to prepare the ground. In the current fiscal year 081/082, a budget of Rs 63 million has been allocated. The Urban Development and Building Construction Project has allocated Rs 23 million and the Local Development Office under the National Sports Council, Surkhet has allocated Rs 40 million. The budget allocated last year was frozen due to failure to obtain land on time.
This time, the land has been acquired, which has created an environment where the government can invest. The locals are very excited after the Karnali High Altitude Training Center is now set to be built. Local Lalita Bohora said that Patarasi Rural Municipality will now be established as an industry that produces players.
‘Until now, Chhumchaur in Patarasi was known as the highest marsh paddy cultivation area in the world. This area was known for Patarasi Himal, Shankar Falls, etc.,’ she said, ‘Now the attention of the entire world’s sports sector will be focused on Patarasi. Domestic and foreign players will come here to train.’
More than two dozen games including volleyball, football, karate, boxing, taekwondo, basketball, athletics will be played at the Karnali High Altitude Training Center. The DPR mentions that a swimming pool, gender-friendly hostel, security guards, guesthouse, and ticket counter will also be built.
Biraj Bhakta Shrestha, who became the Sports Minister from the then Rashtriya Swayamsevak Sangh (RSS), had also returned after inspecting the Karnali High Altitude Training Center. He had promised to give Rs 100 million. However, there was a problem in giving the budget as the land could not be acquired. After the Karnali High Altitude Training Center is built, not only will the income level of the locals increase, but also local talented players will get an opportunity to show their talents.
