The retaining wall construction company, which was under construction on the banks of the Sharda River in Garijyula, Triveni Rural Municipality-3, on the Luham-Kavra-Rampur road section connecting Triveni and Kalimati Rural Municipality in the district, has resumed work after a year and a half.
The retaining wall construction started in Garijyula to control landslides on the road and protect houses in the settlement had been stalled for a year and a half due to problems in the design and the contractor had only worked on removing bushes citing various reasons.
Four years ago, when a landslide caused by the Sharda River during the rainy season washed away half of the road, the houses in the settlement were at high risk of landslides and the locals objected saying that they would not allow vehicles to ply until the wall was built. In 2078, the Infrastructure Development Office Salyan had called for a contract and awarded the responsibility of constructing the wall to Sisne Construction for Rs 18.2 million.
The construction company had started construction of the wall in Chaitra 2078. The length of the wall was 190 meters. Although the contract was to be completed by 2080 BS Jestha 30, the construction company had completed only 20 percent of the work and left immediately.
Despite repeated requests from the office and warnings that they would be blacklisted if they did not work, the construction company did not budge. The buried beams had rusted and bent due to the long delay in the construction of the wall.
After being left idle for a year and a half after getting the paperwork done after repeated pressure, the company has now resumed work, said Navin Kumar Thapa, head of the Infrastructure Development Office, Salyan. He informed that the previous design was changed because there were some problems.
‘Earlier, the construction company had assigned the work to a small contractor. The small contractor had only done the work of removing weeds. After increasing pressure from all sides, we have brought in the main contractor and got the paperwork done and are now doing the work. "The project, which was initially completed with only 20 percent work, has now been completed,' he said. 'The project, which was to be completed in 2080, has had to be extended twice due to the contractor's negligence.'
The retaining wall, which was previously 9 meters high, was likely to collapse during the completion of the work, so the height has now been reduced by changing the design, said Bharat Kumar Sharma, an engineer at the office. 'The contractor who was given the responsibility of doing the work earlier had left the wall without making the slope. Now the slope work has been completed. The contractor is filling the empty space with soil. The retaining wall work will be completed within this fiscal year,' he said.
He said that various problems have been seen in the projects being run in the district from time to time due to the contractor.
