On Friday, human rights activists from Kalikot submitted a memorandum to the District Administration Office demanding justice for a 13-year-old girl from Raskot who was raped by her friend's father on Magh 13.

Chiefs and representatives from the Joint Campaign for Child Rights, Federation of Non-Governmental Organizations, Federation of Nepali Journalists, Human Rights and Environment Development Center, KIRDAC Nepal, Social Awareness and Development Foundation, Human Rights Defenders Network and others submitted a memorandum to the concerned authorities including District Collector Gokarna Raj Suyal, Police Chief Him Bahadur Khatri and others demanding strict legal action against the culprits and justice for the victims.

Women's rights activist Anita Bharti handed over the memorandum and demanded an investigation into the truth of the incident. Another human rights activist, Meena Dhital, said that girls and adolescents are victims of sexual violence in Kalikot.

The memorandum demands that the rape of minors should be investigated impartially, swiftly and effectively, that the perpetrators involved in the incident should be dealt with strictly according to the Criminal Code 074, that the case should not be weakened by any kind of political, economic and other pressure in the investigation and legal process, that the victim girl should be provided with free treatment, safe housing, psychosocial counseling and full provision of rehabilitation. 

Similarly, the victim should be provided with appropriate compensation and relief from the state, that the victim girl should be ensured safe and legal services (abortion or other health services) according to the Reproductive Health Rights Act 075, that the safety of the victim and her family should be guaranteed and protected from any kind of intimidation and pressure, and that a monitoring system should be implemented by conducting special programs related to the safety of women, children and adolescents at the municipal level to prevent such incidents from recurring. 

There is a demand that human rights activists should also investigate and investigate those who protected the perpetrators and helped to hide the incident, and that the truth of the incident should be made public. 

Stating that violence against women and girls is deeply rooted in society, NGO Federation President Dilip Kumar Shahi said that the tendency of condoning crimes should end forever. 

Receiving the memorandum, Pradya Suyal informed that the police are investigating to take action against the culprits as per the rules and called on all women to report any violence against them. He also promised to send the memorandum submitted by the rights activists to the Home Ministry.  

The victim girl is currently in a safe house in Manma and the perpetrator is in police custody.
