The multi-year master plan of the Karnali Institute of Health Sciences has been stalled due to budget shortage. The structures to be built in Chere Chaur, Chandannath Municipality-3, as per the multi-year master plan, have been stopped due to financial shortage. The Rs 6.29 billion plan to be built on 500 ropanis of land in Chere Chaur has not been able to move forward.

This master plan aims to expand the study, teaching, research and health service areas of the institute. Under which 26 structures will be built. The institute has stated that although the DPR was prepared nine years ago, it has not been implemented. 13 land donors gave 500 ropanis of land free of charge. The master plan was made accordingly, said Laxmichandra Mahat, the registrar of the institute, ‘We are not able to move forward due to lack of funds.’ So far, only the academic, administrative and quarter buildings and one building for basic science in Chere Chaur have been built at a cost of Rs 760 million.

Currently, classes are being conducted in the buildings of the Jumla Multiple Campus and also in rented houses. A DPR of Rs. 6 billion has been prepared on paper. The institution officials are taking initiatives to raise resources. It is not a government priority. The institution, which is providing services amidst remote geographical conditions and limited resources, is being neglected in every year's budget. The people of Jumla allege that the multi-year master plan has been abandoned due to the state's non-cooperation and poor presentation of the elected representatives in parliament. Karnali, which previously did not have access to Citamol, is now receiving specialist health services. Karnali residents, who used to spend a lot of money to study for a doctorate, are now studying for a doctorate in Karnali, said local Jagat Bahadur Rokaya, ‘But Karnali is being neglected in the annual budget as it is not a priority of the state.’

After repeated complaints that the master plan of the institute has been abandoned, Health and Population Minister Sudha Sharma Gautam promised not to let there be a shortage of funds to build infrastructure. She urged the Ministry of Physical Infrastructure to build a road leading from the monitoring site to the master plan.

Lack of funds does not stop infrastructure development and services, she said, ‘The upcoming budget will give special priority to this multi-year master plan.’ In the DPR, 23 buildings including 3 educational buildings, a playground, a well-equipped library building, a mess building, a seminar hall, and an administrative building will be constructed in Chere. Registrar Mahat emphasized that the government formed after Falgun 21 should realize the needs of Karnali, indicating that the budget is not yet available for the construction of the building. Mahat said, "We will submit an action plan with the importance and needs of the master plan and request a budget according to the DPR."

The institute currently offers more than a dozen educational programs including MBBS, MD, B Pharma, BNS. About 500 teachers and staff are working. Due to lack of infrastructure, teachers are forced to live in rented houses. Students from different districts of the country are also living in rented houses. Which has affected teaching and learning. The lack of interest of the parties in solving the problems of the institute, which has become a matter of pride of Karnali, and the constant neglect of the state can clearly be seen as a lack of cooperation in Karnali's health, education and research.
