The construction of three concrete bridges connecting three districts has been stalled. The bridge over the Chalgard River in Tripurasundari Municipality-1 of Dolpa, the bridge over the Khadang Bheri River in Ward No. 5, and the concrete bridge at Talnubagar connecting Rukum West and Jajarkot have been halted.
The construction of all three bridges on the Bheri corridor connecting Jajarkot to Dolpa has been stalled for about eleven months.
YPMR JV Bharatpur, which was entrusted with the construction of all three bridges, left the project after only a year.
Only the concrete bridge over the Chalgard River in Dolpa and the foundations on both sides of the Talnubagar bridge have been constructed. After that, no further progress has been made. Meanwhile, work has not started on the mine. Locals have been obstructing the construction of this bridge for about a year, saying that the bridge is being built at an inappropriate place above the settlement.
‘We have completed about 30 percent of the work on the Chalgard River and Talnubagar bridges. It took a year to do that work. We will not do the rest,’ said Resham Bhattarai, proprietor of YPMR JV.
‘All three bridges are the same project . It has been a year since locals obstructed the construction of the Khadang bridge
‘After getting the responsibility of construction, the work had to be done . On the contrary, there is a dispute over the bridge at Khadang, we will start it after it is resolved . The remaining bridge construction work at Chalgard and Talnubagar must be taken forward,’ said Acting Office Chief Bhattarai . He said that written and verbal information will be given to the construction company regarding the start of work .
The locals have been insisting for a long time that the current DPR at Khadang should be moved from there as it is in an unsuitable place. ‘If it is a state with the people, let’s build a bridge in a place that is convenient for everyone . Otherwise, if the bridge is built without understanding the needs of the people, the locals’ obstruction will continue,’ said Bhakta Bahadur Rokaya, a local of Tripurasundari-5, ‘Even during the DPR, they were deceived by saying that it is a hydropower project . If the bridge was to be built, we would have had it measured at the right place.'
If the constitution can be amended, then the locals of Khadang are demanding that the DPR of the bridge being built be changed again and the bridge be built at a suitable place against the people's sentiments.
Locals say that this kind of problem has arisen by conducting the DPR after the contract is to be opened. A budget of Rs 362.486 million has been allocated for the construction of three concrete bridges. Since the Bheri Corridor connects India via China-Nepal, this tri-country corridor is also a major trade point in Karnali Province.
Earlier, even after all-party and all-sided discussions to resolve the dispute, the problem could not be resolved. An agreement was reached on Magh 26, 2079 to build bridges at all three locations. The agreement states that the construction company must complete the work within 40 months.
