A meeting of the task force chaired by former Unified Socialist Party Chairman Raj Bahadur Khatri has single-handedly recommended Bhandari's name. The recommendation letter has been signed by former Unified Socialist Party Chairman Khatri and former Maoist Center Coordinator Nawaraj Neupane.
It is mentioned that the task force formed in accordance with a special circular issued by the CPN Central Committee unanimously recommended Bhandari's name. Bhandari, who was single-handedly recommended, was elected a member of the Constituent Assembly in 2064. He was elected a member of the Karnali Provincial Assembly in 2074 and also became the Minister of Internal Affairs and Law.
