Karnali Province Chief Minister Yamalal Kandel has said that as long as the traditional bureaucracy and cumbersome legal structure remain, the development expected by citizens will not be achieved.

At the inter-agency coordination seminar on technical testing against corruption organized by the National Vigilance Center in Birendranagar, Chief Minister Kandel said that there is a delay in development due to employee administration, legal complexity and working style. Raising questions on good governance and delay, he said, "You are permanent employees, questions are rarely raised against you, how can money go up and down without the involvement of employees. No work can proceed without your signature."

He said that employees should be free from the tendency to make decisions under pressure, influence or temptation. "If you move forward with the reform work, we will fully support you," he said.

Stating that although the law stipulates that it should not be done, it has not been effectively implemented in practice, he said, "We are the chief to show, but in practice we are at the place of request. Corruption is limited to pens. Laziness, irresponsibility and the tendency to not work also take the form of corruption."

He emphasized that those who do good work should be encouraged and those who do bad work should be singled out and punished. 'Corruption cannot be controlled by intimidation alone. The land revenue office, which collects the highest revenue in the country, should be operated in a leaky house, but where will the mentality of the monitoring body living in a neat building lead?' Chief Minister Kandel said, 'If the mind is united, everything is legal, if the mind is divided, everything is against the law.'
