Karnali Province Chief Minister Yamalal Kandel has directed to end the trend of allocating budget in such a way that development projects implemented from the annual budget of the provincial government remain incomplete.
Chief Minister Kandel stressed that the trend of leaving a one-year budget half-done like a multi-year project has been growing in the past and that it should be ended now.
At a meeting of the Provincial Development Problem Resolution Committee organized by the Karnali Provincial Planning Commission on Tuesday, Chief Minister Kandel mentioned that it is necessary to think seriously from the selection of the plan to its implementation.
He said that all the work should be completed within a single fiscal year with the budget allocated for plans that have already been resource-secured and other than multi-year projects.
Chief Minister Kandel said that the trend of doing incomplete work that requires additional budget in the coming year has not seen development and is sending a negative message to the citizens. ‘This has created a situation where results are not seen even though the budget has been spent,’ he said. ‘From this year onwards, the trend of leaving any plan incomplete should be completely ended.’
He said that realistic planning, clear priority setting and timely implementation are indispensable to make development projects effective. He stressed that local needs, implementation capacity and budget size should be taken into account while making plans.
Chief Minister Kandel has directed the ministers and secretaries participating in the meeting to regularly review the progress of the plans under their respective ministries. Stating that delays, lack of coordination and the tendency to shirk responsibility in development work will no longer be acceptable, he said that clear accountability in work performance is necessary.
In the meeting, it was decided to request the federal government to resolve the problems faced by the ministries in project operation and issues related to it. The meeting was attended by ministers and secretaries of all ministries of the provincial government.
In the meeting held in accordance with Sub-section 910 of Section 3 of the Provincial Monitoring and Evaluation Directive, 2075, a detailed discussion was held on the progress of the development plan for the current fiscal year, problems and solutions.
