Chairman Nanda Prasad Chaulagain informed that the local government has started reducing the arrears that have accumulated since its inception. According to him, the 18th winter village assembly that ended on Sunday decided to prioritize the policy of reducing arrears. This time, he said, the commitment to make the plan by making the final payment within the month of Baisakh has been maintained.
He said that he has come to the conclusion that arrears can be reduced only by being aware of the areas of development, service delivery, and good governance and accountability. 'The arrears are less compared to the past people's representatives. But preparations are being made to reduce the arrears that have accumulated since before and are now added to zero as much as possible,' Chairman Chaulagain said, 'All mechanisms will be mobilized to create a municipality free of arrears. Action will be taken against those who delay in recovery.'
During the five-year period of the people's representatives elected in 2074 BS, 190 million rupees have been recovered. The arrears of the current people's representatives in the past 3 and a half years have reached 50 million. Recently, there has been more unpaid bills due to lack of theoretical and regular documents than dues. So far, 4.2 million unpaid bills have been collected.
Now, all employees will be deployed to audit unpaid bills. Letters will be sent to service recipients and firms who delay in recovering, do not submit documents, and do not regularize. Tatopani Rural Municipality has warned that if they fail to comply at the last minute, they will be blacklisted and will not be able to use any services.
Public Accounts Committee Coordinator Ratnachandra Upadhyay said that a committee has been formed to reduce unpaid bills. The main challenge for Tatopani, which is moving forward towards prosperity, is unpaid bills. The winter village assembly has passed five work procedures along with the decision to reduce unpaid bills.
Legislative Committee Coordinator Amar Bahadur Rokaya presented and passed the Legal Advisor Procedure-2082, Employee Incentive Fund Operation Procedure-2082, Subsidized Agricultural Loan Investment and Recovery Procedure-2082, Disability Procedure-2082, and Emergency Obstetric Complications Remittance Operation Procedure-2082 in the assembly.
The Public Accounts Committee's Progress Report-2082 was also passed in the assembly. 28 plans and programs that were allocated to be implemented in the current fiscal but now require revision have been revised.
