Dozens of Karnali government programs are on hold after the programs introduced by the government were not prioritized when the next government was formed.

At the beginning of the second term of the Karnali Provincial Assembly, the government led by Rajkumar Sharma, who had been the Chief Minister for almost a year, made the first decision to provide employment to 10,000 people annually. For this, a task force was formed and preparations, construction of necessary infrastructure, and drafting of laws were started.
But the program was shelved after the ruling coalition changed in Chaitra 2080 before the task force's work was completed and he stepped down from office. Although nearly Rs 1.5 billion was allocated for the 'Karnali Prosperity Project', which was seen as a very ambitious plan of former Chief Minister Sharma, not a single rupee was spent in the fiscal year 2080/81.
Maoist lawmakers blocked parliament for about two weeks when the budget for the current fiscal year was being presented, saying that the current government had not implemented the plan. Later, an agreement was reached between the ruling party and the opposition to make a law on this and immediately include the 'Karnali Prosperity Project' in other programs. But the necessary process has not started yet. 'The law could not be made while he was the Chief Minister,' said an official from the Office of the Chief Minister and Council of Ministers, 'The current government has not taken any decision on it either.' He informed that the guiding principle of the program has been to involve unemployed manpower in business and various jobs.
The Karnali government has been bringing new programs every year and after not prioritizing them when the next government was formed, half a dozen programs have been left behind. The programs launched by the provincial government in the past, including 'Bank Account for Daughter, Lifelong Security', Karnali Ujjaya, Chief Minister Employment, Integrated Settlement Development, are also seemingly left behind. 'Chief ministers bring big dreams to the people and bring programs without making laws and ensuring budget,' said civic leader Durga Prasad Sapkota. 'Those plans brought for activist-oriented, cheap popularity and political interests will not be prioritized when the next government comes, which is misusing crores of rupees, nor have the people been able to guarantee the provincial government.'
During the tenure of former Chief Minister Mahendra Bahadur Shahi, the cabinet meeting on 23 Mangsir 2076 decided to build an integrated building for the Karnali government to house all the ministries in one place. After all the parties at that time were positive about it, the amount was allocated annually. The government had allocated Rs 80 million for this in the fiscal year 2077/78, Rs 100 million in 2078/79 and Rs 80 million in 2079/80. Similarly, Rs 30 million was allocated for this scheme in 2080/81 but could not be spent.
After land was not acquired from the federal government for a long time, not a single rupee could be spent on this title. Almost four years after the provincial government decided, the federal cabinet meeting on 2080 Jestha 6 decided to give 12,658 square meters of land in the name of the Surkhet Valley Urban Development Committee to the Karnali government. But the current government did not give it priority.
Minister for Physical Infrastructure and Urban Development Sher Bahadur Budha said that the work of preparing a DPR for the construction of an integrated building is currently underway. ‘This year, funds have been allocated only for the DPR,’ he said, ‘after all the pre-construction work is completed this year, construction will accelerate from next year.’
The ‘Karnali Ujjaya’ program, which was launched during the tenure of former Chief Minister Shahi to make Karnali free from darkness, has also failed. In the first three years, the provincial government allocated Rs 1.9 billion for the program, but only Rs 218.9 million was spent. Since then, the budget for the program has stopped being allocated. So far, not a single micro-hydropower project has been completed under this program of the provincial government, said Padmaraj Devkota, spokesperson for the Ministry of Water Resources and Energy Development.
The ‘Chief Minister Mahila Ayyaarjan’ program, which the government started in the fiscal year 2078/79, has also been stalled for a long time. A budget of Rs 473.8 million was allocated that year. In the first year, 97 women's agricultural cooperatives were affiliated with the program, and a budget of Rs 170 million was sent to the agricultural development offices. 'The program was popular, the working methods were also Dalit-friendly,' said Laxman Nepali, a Dalit leader from Rukum West, 'Women were also engaged in various income-generating activities, but after the program was abandoned, they have become unemployed again.'
There is no budget this year for the 'Integrated Settlement Development Program' launched by the Karnali government in the fiscal year 2075/76. About Rs 580 million was allocated for the said program for almost 4 years. But only about Rs 250 million could be spent. After the said program was abandoned, about 650 houses under construction have been abandoned. Last year, even though a budget of Rs 20 million was allocated, it could not be spent.
So far, four chief ministers have been appointed in the Karnali provincial government. But the programs like 'One School, One Health Worker', 'Hi-Tech Nursery', 'Interest Subsidy to Farmers', 'Golden Plough to Farmers', 'Excellent Farmers' Selection', 'Organic Karnali', etc., which were launched by the Chief Minister and Ministers, have also been left stranded. According to the Provincial Controller of Accounts Office, around Rs 1.5 billion has been spent on these programs alone.
With the change in the leadership of the government, even new and popular programs are failing due to the tendency of the previous government not to take ownership of the programs introduced by the previous government, said Kamal Lamsal, associate professor at Madhya Paschim University. According to him, the lack of necessary laws, lack of strictness in budget implementation, and lack of necessary mechanisms in the provincial government are leading to the fact that the big and popular programs of the provincial government are being limited to paper.
Nearly 17,000 accounts have been opened for girls under the Daughter Account Program launched in Karnali to cover all girls born since Shrawan 2067. But the money has not been deposited in the accounts for four years. The Ministry of Social Development has stated that nearly 190 million rupees have been spent on the program so far.
Similarly, about 6 billion rupees have been spent so far on the 'Chief Minister's Employment Program', which was launched in the fiscal year 2076/77 to provide employment to unemployed youth in the villages. However, the Office of the Chief Minister and Council of Ministers, the implementing body, does not have any data on how many people got employment at which local level and for how long from the said budget and program, said Surendra Bahadur Shahi, spokesperson for the office. According to him, the data is not consistent because the local levels do not send details about it.
Karnali Provincial Government Spokesperson and Minister of Land Management, Agriculture and Cooperatives Binod Kumar Shah claimed that the good work of the previous governments is being continued. According to him, he is getting continuation by looking at the effectiveness of the program.
