Pemma Wangchen Gurung, Vice President of She-Phoksundo Rural Municipality, says that although it is normal for life to be difficult due to snowfall, the problems in the mountainous region are even greater. According to him, the snow has now brought movement to a standstill in Upper Dolpa. The livestock grazing area is covered with snow. There is an added problem of wood/firewood. On top of that, the local government is not even able to provide services.

'Rain, cold, snow and ice are the characteristics of the mountainous region. This is nothing new. There are settlements here 5/6 thousand meters above sea level. It has been raining continuously for three/four days. It is snowing. The net is not working here. There is no good type of fiber net. We have to live on two-wheelers,' Gurung said, 'We are not even able to do small tasks. The winter assembly is not over. We have not been able to provide payment services . It has become difficult for us to run the local level .'

He says that the newly formed government should now focus on the problems of remote areas rather than city-centered development . He is upset that development has always been city-centered . 'Now that the new minister has been appointed . I would like to request you to focus on remote/remote villages rather than city-centered development,' he said .

Upper Dolpa is not connected to the national road network or even the transmission line . That is why Gurung said that they are already living on solar energy . It takes three days to reach the district headquarters from Upper Dolpa . There are 1,400 households in Shey Phoksundo Rural Municipality .
