Panchapuri Municipality of Surkhet has started removing contract employees after the decision of the city executive meeting on October 7. In the current financial year, he has started to remove teachers who are receiving salary from the subsidy of the municipality along with the employees whose contracts have not been extended. Because of this, nearly 150 contract employees and teachers have been affected.

The Veriganga Municipality of Surkhet has also decided to stop the salaries of contractual and temporary employees from October onwards. 

The local governments of Karnali have passed the Local Service Formation and Operation Act-2081 from the Karnali State Assembly and have started to remove contract employees according to the decision of the Federal Council of Ministers meeting on October 5. The cabinet meeting of the federal government decided to reduce temporary and contract employees except for approved posts at the Nepal government, state government and local levels.

'The financial burden has increased more than the approved posts,' Panchapuri Municipality Chief Lalbir Bhandari said, 'Now there is a plan to make service delivery effective with permanent staff.' Bheriganga Municipality Chief Yagya Prasad Dhakal said that it was a problem to sustain the municipality's income when they kept contract employees. According to him, there are nearly one hundred contract employees in the municipality.

'In the beginning, there was an obligation to keep employees on contract,' he said, 'Now, since the public service has gradually started filling up permanent posts, service flow and development has become easier.' Information Officer of Karnali State Public Service Commission, Chandraveer Shahi, said that nearly a dozen local levels of Karnali have fired contractual employees. According to him, according to the annual schedule, the Commission is regularly filling up necessary posts in the local and state governments. He informed that so far nearly 300 employees of different groups and levels have been sent to the local level.

"The Local Service Formation and Operation Act has been passed by the Provincial Assembly, we are also sending employees to vacant positions on the basis of priority," he said, "if the budget spent on contract employees can be used for development and construction, the functioning of the local government will be more effective."
