7 houses are at high risk of landslides when the foundations are being dug for the construction of a new building in the Khandachakra municipality in Kalikot.
According to the contract for the construction of a new building of the municipality on the land located at Gham Tapna of Manm Bazar, the concrete houses of the locals were at risk when there was a landslide during the construction of the foundation.
The concrete houses of Karna Prasad Chaulagai, Kali Bahadur Shahi, Bhawani Prasad Acharya, Narprasad Chaulagai, Gangaram Acharya, Lal Prasad Pokhrel and Hark Bahadur Shahi are at high risk of landslide when the 'foundation' is being dug for the city building on the land of Khandachakra-1 Serapata. Among them, the tenants including the families of Kali Bahadur Shahi and Karna Prasad Choulagai have been displaced and are living in their relative's house.
'For the construction of the municipal building, a dozer was used to cause landslides during the rainy season,' said Chaulagai, who has a permanent house in Subhkalika-4, 'My family was displaced.' He complained that 8 families who rent his house have also moved elsewhere.
District Disaster Management Committee Kalikot Member Secretary and Assistant Chief District Officer Janak Sharma said that since the area where the foundation is dug by the municipality is at high risk of landslides, the residents of that area should move to safe places. "Because of the risk, we have asked you to stay in a safe place," he said, "the house can collapse at any time."
Khandachakra municipality called for a contract of 25 crores including VAT for the construction of a building in Serapata, which is located east of the headquarters of Manm Bazar, said Sumit Bhatta, an engineer of Khandachakra municipality, that RNCS Builders of Kathmandu took the contract for the construction of a 7-storey building for 19 crores in a period of 40 months. 'It has been 6 months since the agreement,' he said. According to him, the representative of the builder told that Ali Bahadur Shahi took 15 million peski from the municipality and 30 million was stolen. According to him, the work has been stopped since May when the houses of the local people along with the road leading to the market are at risk.
The municipality has given a separate contract of 20 lakhs to the local businessman Man Bahadur Shahi for 16 lakhs and the wall has been destroyed by the recent rains. He complained that he did not get the money even though he was able to work in June. 'The work was completed in June,' he said, 'the city has not yet given the payment.'
After the road leading to Manm Bazar was destroyed during the construction of a building in the city, the businessmen of the market are in trouble. Mohan Neupane, a food and retail trader, said that transporting goods from Karnali highway to the market by small vehicles and laborers costs 2,000 per vehicle. 'Manm market is in crisis,' he said, 'as more roads are blocked, the price has also increased.'
Meanwhile, after complaints that the road leading to Manm Bazar was blocked due to city works and the houses of the locals were at risk of landslides, the meeting of the District Disaster Management Committee chaired by Chief District Officer Gokarnaraj Suyal on Friday decided to make a plan for the municipality with alternative measures and immediately arrange tents to save the houses.
