The lock in Sinja Rural Municipality of Jumla has not been opened yet. Expressing their dissatisfaction with the budget, the work has been affected as the lock imposed by four ward presidents including them has not been opened for three days.

Chief Administrative Officer Tek Bahadur Shahi said that the lock imposed on the municipality cannot be opened until the village chairman Purna Prasad Dhital arrives. According to him, President Dhital is in Kathmandu for work. 

If the Sinja rural municipality is not agreeing to open the lock, the dissatisfied ward president's stance of not opening the lock until the demand is addressed remains unchanged. Because of this, the service that citizens should get has been stopped. Now Congress, UML, Integrated Socialists, RPP and other parties have united against the budget and formed a struggle committee. 

Sangharsh Committee has 9 points of demand. Chairman Purna Prasad Dhital is saying that there will be no discussion about the budget that has gone through the process. 

Sangharsh Committee has raised the demand that the budget should be revised by calling a special village assembly. The Sangharsh Committee demands that the municipality's budget should not be spent on the bridge being built at Narakot and Ranukhana, the budget allocated for roads should be returned, and the amount of 1.4 million allocated for tippers and small dozers to gravel the road should be maintained. 

Similarly, last year's Alya money cannot be kept in the vice president's fund, all wards should also be budgeted, no party leader or worker should interfere with the work of the executive, it should be investigated, the quality of health and education services should be emphasized, and the fuel tender for vehicles under the control of the rural municipality should be done only by proceeding with the process. 

Chief District Officer of Jumla Kedarnath Sharma said that the lock should be opened through dialogue between the municipality and the disaffected parties. He said, "During the conversation with the municipal president, it seems that consensus will be sought through discussion and dialogue." There is no interference from its security agencies.'
