Lockdown in Sinja Rural Municipality demanding budget revision

What you should know

A lockdown has been imposed in Sinja rural municipality of Jumla demanding budget revision.

A team including four ward presidents locked the budget for the fiscal year 2082/083 to focus on the workers.

After the lockdown, the work has been affected . Since the office has been locked since 10 o'clock in the morning, regular work is not being done . They have warned that they will not open the lock until the budget amendment passed on June 31st.

The agitating party showed the arrogance of the majority in the budget, failed to manage the equal budget, brought a budget to feed the workers, did not have a toll-level budget and accused all levels of teachers and health workers of not being able to effectively deliver services.

Lal Bahadur Budha, Ward President of Sinja 6, informed that they have started protesting with the demand of production budget. "First, the budget was made according to the consensus," said Budha, the ward president, "Later, the Maoist leaders sat down and brought the budget to feed the workers they liked. And they were forced to start a movement."

'Before making the budget, there was an agreement to bring the budget to use the municipality's dozer to dig a new road and manage the oil required for the dozer,' added the ward president Budha, 'but the budget was allocated in the name of the road.' After

started to be a daily movement, a negotiation committee was formed under the coordination of Vice President Sitli Rokaya. Along with him, the spokesperson of the municipality and the ward president of Sinja 2 Tirtha Ward and the ward president of 3 Surat Bahadur Rawat are members.

The negotiation committee called a negotiation with the protesting party on August 9. But the agitating ward president is accused of using threatening words in the negotiations to the budget supporters hitting the table.

In Sinja, which has 6 wards, 4 ward presidents are against the budget. Rather than the dispute between the people's representatives in the municipality, the CPN-Maoist center is standing on one side and the people's representatives of all the other parties are standing on the other side. Only 14/14 people from both sides were present when the budget was passed.

But the budget was passed after the rural municipality chairman Purna Prasad Dhital said that he was in favor of the budget. There are 18 people from the Maoist center and 16 people's representatives from other parties in the village assembly of Sinja Rural Municipality.

Since then, the agitating party has formed a 5-member struggle committee under the leadership of Gobind Sharma, chairman of the Nepali Congress rural municipality committee. Chairman Dhital said that there will be no discussion for amendments to the budget that has already been passed.
