Under Madan Bhandari Highway, the 24 km road black paper of Tulsipur-Salyan Kalimati-Surkhet road in Salyan Kalimati area has been completed in 9 years. The black paper work was delayed due to negligence of the contractor.

Under the highway, Road Division Office Dang had allocated 400 million budget in 2073 to cover 24 km from Eklebar, the border of Salyan and Dang, to Kalchedanda, the border of Surkhet. Kalika Pacific JV Construction got the plan after calling for tender in 2073. The division office Dang had set a period of three years for black paper. The construction company started work only from June 20, 2074.

After the construction company could not complete the black paper work within the specified time, the road division office Dang extended the deadline four times in a row. Until last year, traffic was blocked due to landslides in Kalimati rural municipality-4 around Kalchedanda during the rainy season and passengers were forced to walk to and fro, although it was delayed, after the construction company completed the road paving work, now the vehicles are in regular operation.

now Nanin Rawat, a resident of Kalche, said that it is easy for patients to go to Tulsipur Lagna of Surkhet and Dang for treatment due to the regular running of vehicles. He says that the construction company has delayed the work of the blackboard, so the blackboard has been removed in some places. 

The local leader of Kalche, Purushottam Bhattarai, said that the work of burying cement pillars for safety on the side of the road is still being done. 

According to Narayan Dahal, Engineer of Road Division Office, Dang, the delay in the work of black paper was caused by the contractor making various excuses and leaving the work unfinished. He said that the contractor was not able to complete more than 60 percent of what was supposed to be completed in 2073/074 to 2076/077 and because it would be difficult to break the contract in the middle, he had to extend the deadline four times in a row from 2077.
