In Karnali province, it is recommended to reduce the number of ministries to 6, the number of subordinate offices to 71 and the number of employees to 1,975.

According to the report of the Karnali Province Organization Structure Study High Level Committee, 8 ministries, 133 offices and 2 thousand 955 staff positions have been proposed to be cut.

The government formed a 4-member high-level committee under the coordination of former secretary Laxman Aryal on May 5 for administrative restructuring. The committee submitted the report to the state government on June 13th after two months of study.

According to the high-level committee report, it has been suggested to establish the Ministry of Internal Affairs and Law in the office of the Chief Minister and the Council of Ministers, and the Ministry of Water Resources and Energy Development and the Ministry of Physical Infrastructure and Urban Development to establish a Ministry of Physical Infrastructure Development . The committee has suggested that the human resource development center under the Ministry of Social Development, the training and research center in agriculture, forestry and other agencies should be dissolved and merged into the Karnali Province Training Institute. Directorate of Health Services and Directorate of Education Development is proposed to be made into Directorate of Health and Education. The

committee has recommended that the office under the Ministry of Social Development be accommodated in the district hospital and the name of the Ministry of Social Development be changed to the Ministry of Health and Social Development. Gopikrishna Khanal, a member of the committee and former chief secretary of the provincial government, said that apart from the district hospital and the division forest office, other offices should be dissolved and an economic development office and an integrated infrastructure development office should be established in the districts. The

committee has concluded that the Office of the Attorney General and the Provincial Planning Commission should be merged with the Office of the Chief Minister and the Council of Ministers. In the Ministry of Economic Affairs and Planning  Another member of the committee, Suresh Tiwari, said that while it is suggested to shift the responsibilities of cooperatives, industry, commerce, tourism and skill development, it is appropriate to maintain the organizational structure so that a maximum of 75 percent of the total amount of resources from the internal income of the state government and the distribution of revenue received from the federal government can support the administrative expenses. According to him, in the first option, the number of employees should be reduced to around 2,500, and as the second option, the number of employees should be maintained at 1,975.
