The Karnali state government has moved forward with the work of changing the administrative structure. According to the recommendations of the report given by the 'High-level Organization and Management Survey Committee', the provincial government is going to proceed with the structural reform work, informed the spokesperson of the government, Vinod Kumar Shah.

Chief Minister Yamlal Kandel formed a 'High Level Organization and Management Survey Committee' under the coordination of former secretary Laxman Aryal last May. The former chief secretary of Karnali in the committee formed to make the administrative structure of the province agile and effective. Gopikrishna Khanal and Dr. Suresh Tiwari was a member .  After the

committee submitted its report, the provincial government has reached a decision to change the current administrative structure. On June 15, the government had received the report. The report was released on Wednesday.

For this purpose, the cabinet meeting of the provincial government has formed a separate committee under the leadership of the secretary to implement the report submitted by the high-level committee. A ``Report Implementation and Facilitation Committee'' has been formed under the coordination of Lakshmi Kumar Vick, Secretary of the Government Reforms Division of the Office of the Chief Minister and Council of Ministers. The members of the committee are Law-Secretary to the State Government Birendra KC, Secretary of the Ministry of Economic Affairs and Planning Ravilal Sharma and Member-Secretary Deputy Secretary Vidya Prasad Upadhyay . 

The high-level committee has concluded to reduce the current number of ministries . In Karnali, where there are 8 ministries, only 6 should be maintained by the committee. The report mentions that the Ministry of Internal Affairs and Law should be merged into the Chief Minister's Office and the Ministry of Water Resources and Physical Infrastructure should be merged.

The committee has recommended to cancel or merge most of the directorates, committees and district structures of the province. Similarly, it has emphasized to discourage unnecessary political and administrative appointments by analyzing the workload, financial situation and effectiveness of service delivery of the provincial government in detail. It has been said that since the work being done by the province can be done by the local level, private and community sector, the involvement of the province in such work should be gradually reduced. The committee also suggests that unnecessary staff positions should be cut and service delivery should be made technology-friendly. 

It has been suggested to adjust the manpower and work responsibilities of the directorates to be abolished in the division or district office of the relevant ministry, while various training and research centers including agriculture and forestry have been dissolved and brought under the 'Karnali Pradesh Training Institute'.

District Hospital, Division Forest Office, Economic Development Office and Infrastructure Development Office have been asked to be kept only in the district . It has been recommended to abolish the public health and social development office in the district and establish a 'social service unit' within the district hospital. The committee has asked to disband the provincial accounting unit offices in the district saying that they are unreasonable. The

committee has recommended that the provincial hospital in Surkhet be upgraded and developed as a 'health science institute' and other district hospitals should be developed as manpower production centers with at least 50 beds. The report also states that it is necessary to restructure the provincial museum and archives and develop them as a 'multicultural center'. It has been suggested to study and protect the specific language, culture, art and civilization of Karnali.

In the report prepared by the same committee, it is recommended to abolish all other commissions, committees and councils except the State Public Service Commission and the Karnali State Training Institute. The office of the Chief Justice has also been asked to be merged with the office of the Chief Minister and the Council of Ministers. The Provincial Planning Commission has also been asked to restructure and focus only on the strategic planning of the province, monitoring, evaluation and public-private partnership. The sports council should also be restructured and run in partnership with the local level and the private sector, according to the high-level organization and management survey committee.
