The building of Vijay Basic School in Seep Village, which is connected to Tarapani, is dilapidated. There is a temporary police post nearby. There is a river on both sides of the post. It is not known when the temporary police post will also be demolished. In front, Mugu Karnali is sighing. Chanda squints her eyes as she remembers the possible risk, "If it rains heavily at night, we won't be able to sleep." We live indoors and outdoors. Children keep crying to leave the house. If it rains, we are also afraid. Children are more afraid. where to go Even if you go to a government building, that too is at risk. The police station is also at risk of double river. They would have helped us by building an embankment.
After the landslide washed away the farmland, the support provided by the local non-governmental organization has helped the livelihood of the affected people. The organization gave agricultural tools to repair the land damaged by floods and landslides, there were rescue materials in the disaster. Taught to save life in disaster. Arranged irrigation. Now it is easy to grow vegetables.
Making a living has become easier, but the risk remains the same. Chanda thinks that if the embankment was built, he would be able to sleep safely. She says, "3 years ago, the flood washed away the house along with 5 acres of land. GSS organization also gave agricultural implements. Kulo has been made. Now we plant rice and wheat. We also grow vegetables. Gives vegetable tunnels, seeds. Gives training. Now it is very easy. If the road is blocked by a landslide, we go together as a group and remove the landslide.' There is no option to migrate. There is no embankment. If it rains at night, Tarapani residents cannot sleep. The local residents made a plea to the union, state, municipality and ward to build an embankment. But there was no hearing from anywhere. Local Vijay Rawal says that it would be easier if rescue materials were provided along with disaster training.
Rawal said, 'It rained like that yesterday. Being a settlement near the river, we are at risk as soon as it rains. We demanded from the rural municipality for embankment. We also made a demand with the Union Province. But there was no hearing from anywhere.
Before Bikram Samvat 2079, Tarapani village was green. The flood on August 18, 2079 not only destroyed the greenery of the village but also caused great damage to the property of the locals. 7 houses of Tarapani with 60 households were completely destroyed by the flood. Flood-affected Taragaon residents have not received anything from the government in the name of relief. Even after 3 years, the local government has not started the relief distribution process because the data of the
victims is not available. The local JSS organization formed the Tarapani disaster group and mobilized the locals for disaster response. After receiving the support of local non-governmental organizations in irrigation by diverting river water, planting trees to control landslides, disaster prevention training, disaster rescue materials, etc., now the residents of Tarapani are engaged in disaster management themselves.
Local Man Bahadur Budha says that the organization has helped more than the government. The disaster rescue materials given by the JSS organization working at the local level have been kept in the office of the temporary police post. Police Constable Chandra Bahadur JC of the temporary police post Tarapani says,-'In order to facilitate coordination during the disaster, the group has entrusted us with rescue items such as tripal, life jackets, ropes, boots, raincoats and other disaster relief items. There is a risk of flooding here. We have put it in a state of readiness so that it can be quickly dispersed during the disaster. If it rains, stones will fall from above, and there is also a risk of flooding because there is a river in front.
Chairman of Soru Rural Municipality Dharam Bahadur Shahi says that due to the lack of adequate budget in rural villages in Himalayan districts of remote Karnali Province, they have not been able to develop as per the wishes of the people. He said that the central government should facilitate to attract non-governmental organizations and the private sector in the work of development of remote areas.
He said, 'I myself am the head of the local government. I have a request to all three levels of government, we should facilitate the private sector and organizations and cooperate in development works. Since the budget of the Nepal government alone cannot do infrastructure works, organizations should be involved in development action plans including the construction of physical infrastructure in remote and backward areas.'
