Jumla's Gutichour Rural Municipality has announced attractive policies and programs for the upcoming financial year 2082/083. The rural municipality has included attractive policies in the fields of agriculture, tourism and social security.

In the coming fiscal year, a policy has been taken to provide skill-based training in view of the problems of people injured and disabled during the civil war. Congress-led Guthichaur brought this program, which was not even brought by the Maoist-led municipality, and it has been discussed throughout the district. 

Likewise, two percent of the budget of every plan to be operated in the coming year is going to be spent on tree plantation. Chairman Dan Bahadur Budha said that two percent of each project's funds should be used to plant trees at the same project site. 

He said, 'Now when making plans, there is a compulsion to uproot many plants. Which is directly affecting the change in climate. Now every plan has to make the surrounding area green.

Similarly, it is mentioned in the policy and program that 6 young people in the municipality will be made paragliding drivers. One person from each ward and one person from Kolte village located in Guthichaur 2 will be provided paragliding driver training. 

Guthichaur, which conducted 9 paragliding test flights two years ago, organized a paragliding festival last year. On that occasion, drivers from Pokhara made 234 flights. They also said that Guthichaur is a suitable place for flyovers.

A policy has been taken to hold a commercial festival of paragliding next year as well. In Guthichaur, when every house is built in the coming year, map pass must be made mandatory and bird cages must be made in the houses built with map pass. It is also mentioned in the policy and program that Gutichour, which is considered as the main tourist destination of Gutichour, will be established as a picnic spot, greening by planting various types of plants and constructing a systematic dumping side for waste management. 

Similarly, keeping in view the attraction of farmers towards apple farming, there is also a plan to distribute high density Fuji apples by identifying commercial farmers in the policy and program. There is a policy to make Gutichour an apple tree by distributing 75 to 100 Fuji apple plants to every farmer. 

Municipality President Budha informed that there is a policy to extend the road to Bista Jyu, a religious tourist spot on the border of Jumla and Jajarkot, and to develop the road from Dansanghu to Muse Okhar as a Tila Corridor.  According to him, the installation of solar lights on the road connecting Jumla to Dolpa is included in the policy and program under the bright village program. 

Guthichaur has also brought a budget of Rs 34 crore 79 lakh 25 thousand 970 19 paise.
