The Ministry of Social Development of Karnali Province appointed Padma Bahadur Khadka, treasurer of Nepal Cricket Association (CAN) and Ganesh Kumar Karki, former secretary of Karnali Province Football Association, as expert members for the appointment of Member Secretary of Provincial Sports Development Council on 14th May.

 The meeting of the committee recommended Deputy Secretary (10th) Jawaharlal Hamal working in the Youth and Sports Division of the Ministry of Social Development to function with financial authority until the member secretary is appointed. 

Based on that recommendation, the meeting of the Council of Ministers on June 18 decided to give Hamal the responsibility of the member secretary until there is another arrangement. But the council has been in controversy after a case was filed saying that his appointment was not in accordance with the law.

A writ has been registered in the Surkhet High Court against the provincial government's decision to give the responsibility of the Sports Council to the employees. Advocates Sher Bahadur Khatri and Upendra Kumar Rawat filed a writ petition demanding cancellation of the decision of the state government. In Section 8 of the Sports Development Act of the Province, 2076, provision is made in Section 12 for the appointment or nomination of officials or members. For this, the Ministry of Social Development has made a legal provision to form a three-member recommendation committee including the secretary of the ministry and two other experts in the relevant field designated by the ministry to recommend the appointment of the member-secretary of the council. Although there is a provision to appoint a suitable person from the provincial government from among at least 3 persons recommended by the recommendation committee, a writ has been filed saying that the responsibility has been given to the employee. After the writ was filed in the court, the council became controversial. 

The tenure of the office bearers including the then member secretary of the council Vishwamitra Sanjyal ended on December 6 last year . Volleyball coach Sudhir Shah said that the council's completion was delayed when the power partner party CPN-UML and the Nepali Congress did not agree on who would take the vice-chairman and member-secretary of the council. "The date of the 10th National Games scheduled to be held in Karnali has been moved several times due to the failure of the council," he said.

Karki, an expert member of the recommendation committee for the appointment of member secretary, said that Hamal was given the responsibility for the time being after the daily operations of the council, the payment of the provincial stadium, and the payment of the employee's salary were stopped. "The process of appointing a confirmed member secretary has not started, he has been given responsibility only for some time," he said, "We did not get to say anything after the case in the court". Arjun Gautam, Secretary of the Ministry of Social Development, said that it will take at least one month to complete the appointment. "The committee has just been formed," he said.
