Upper Dolpabasi are excluded from getting national identity card

Residents of three local levels of Upper Dolpa in the northern area of ​​Dolpa have been deprived of getting national identity cards.

In Dolpa, which has eight local levels, distribution of national identity cards has been started by deploying mobile teams to other local levels, but distribution has not yet been completed in upper Dolpa. Citizens of Upper Dolpa have been deprived of getting national identity cards due to lack of internet service facilities of Nepal Telecom.

"In She-Foksundo Rural Municipality, only ten percent of the citizens have made national identity cards, the rest have not," said Pemma Chhiring Gurung, a resident of Ward No.-1 Nijal, "There are old people from house to house, it takes ten/twelve days for them to come back to the headquarters. Now the state has to make arrangements to distribute national identity cards to the respective villages." He complained that some citizens of She-Foksundo rural municipality did not even get citizenship. He is of the opinion that the national identity card should not be made mandatory for the various services provided by the state and for that, arrangements should also be made to make it easy for the citizens in the respective municipalities.

Upper Dolpa has three municipalities and a population of around nine thousand. Upper Dolpa has Dolpobuddha, She-Foksundo and Charkatangsong Rural Municipality. 

Chairman of Charkatangsong rural municipality Senang Gurung said that because of Nepal Telecom's 4G internet service, the residents of Charkatangsong are deprived of getting national identity cards . He said, "Coordination is being done with the district administration, since Upper Dolpa is geographically difficult, the administration will make it by itself, which is not possible even through offline methods. Now the state should take some steps in this matter." There has been a problem, we have not been able to send a team even if we wanted to.'

According to Prazia Mahat, it takes four to five days to reach the headquarters from Upper Dolpa. He said,  'The elderly have more problems, except for a few, most of the citizens of Upper Dolpa have not taken national identity cards .'

The residents of Upper Dolpa who are in trouble after the national identity card is made mandatory to get government service facilities such as social security allowance, bank account, etc.

Tulsi Prasad Dahal, Director of the National Identity Card Management Branch under the National Identity Card and Registration Department, said that as the distribution of National Identity Cards is going on in full swing under the leadership of the personnel sent by the department to the other municipalities of Dolpa, now upper Dolpa will also arrange for the distribution soon.
