Local people's obstruction in the construction of the bridge continues, even the all-party meeting is inconclusive

The construction work has been affected after the locals protested against the concrete bridge that was supposed to be built in Tripurasundari Municipality-5 Khadang of Dolpa. Residents of Khadang have been obstructing the construction of the bridge for almost five months saying that the bridge is going to be constructed at an inappropriate place above the settlement.

All-sided monitoring was carried out on Saturday after the bridge being built on the Bheri Corridor, which is being discussed as a trilateral trade route connecting India via China-Nepal, was blocked for a long time. District Coordination Committee Chief Shyam Bahadur Rokaye led the monitoring and discussions were held with the locals. 

Chief Rokaye asked the locals not to obstruct the development because if the bridge is not built now, it could be pushed back for years. In the discussion, the local people took the position of not allowing the bridge to be built above the beginning of the settlement.

'If it is a state with people, let's build a bridge at a place where it is accessible to all, otherwise, if the bridge is built without understanding the needs of the people, then there will be obstacles for the locals,' said Bhakta Bahadur Rokaye of Tripurasundari-5. The district heads and representatives of Congress, UML and other parties have taken the stand that the bridge should be built at the designated place, while the district head of Maoists has taken the stand that the bridge should not be built and the place should be moved despite the opposition of the locals. After the disagreement, the parties demand that this issue should be resolved by holding an all-party meeting in the district. "If the people don't agree, the municipality will bear the cost of soil testing. If the location of the bridge is changed based on the recommendation of the municipality, the municipality is ready, otherwise let's not stop the development," said Tripurasundari town chief Janachandra Rokay.

Mayor Rokaye said that even after discussing with the locals twice before, the dispute could not be reconciled. Let's not stop the coming development budget, the budget will not come again. Let's build the bridge at a technically suitable place," Chief District Officer Rom Bahadur Mahat said, "This road is not just to connect one or two settlements, but because it connects three countries, it is necessary to be serious."  The locals of Khadang are demanding that the DPR of the bridge, which is being built against local sentiments, should be changed and constructed at a suitable place. The locals say that the contract should be opened after the DPR and the DPR is done after opening the contract. 

YPMR JV Bharatpur has been awarded the contract for the construction of concrete bridges in Chalgard, Khadang and Talnubagar under the Bheri Corridor for Rs 36 crore 24 lakh 86 thousand. Although the construction company has started the work by laying the foundations in Chalgard and Talnubagar, the work has not yet started due to the dispute over the Khadang. After the locals refused to work, the construction material brought by the contractor to build the bridge has been stalled.

Naveen Pandey, sub-engineer of bridge sector office, Surkhet, said that his office has no right to move even one centimeter as the bridge is going to be built at a technically suitable place. An agreement was reached on January 26, 2079 to build bridges at all three locations. A deadline has also been set that the work should be completed within 40 months of the agreement.
