Mining companies got permission to quarry limestone, but not forest rights

Similarly, Shobha Bhandari Construction got permission in 075/76 to quarry limestone from Dhodchaur area of ​​Siddakumakh Rural Municipality. The company has not yet been able to proceed with the excavation work due to not getting permission from the forest.  

Not only these two but the mines with minerals in different places of the district have been in the name of five companies for three decades. They have not been able to dig even though they have received permission to dig. The company was not able to extract the minerals due to not getting the forest rights. 

Salyan district of Karnali province is surrounded by mountains and is considered to be rich in minerals. It has come to light from the studies done by the Department of Mines and Geology that there are mines of coal, limestone, iron, lead and important stones in many places here.

If the limestone and coal are mined and sold, the district will not only be completed, but the youth can be given employment, but so far, neither the company has moved forward nor the relevant authorities have taken any action.

Some of the companies that have shown interest have moved back even though they cannot remove it immediately due to dense settlements nearby. Because of this, the young generation of the district has to go to other countries including the Gulf for employment. 

Around the fiscal year 2040, the Department of Mines and Geology studied limestone in Khamelek and some local lakes, and the best limestone in Karnali Province is located in Sharda Municipality-6 Khamelek  Bhikraj Budhathoki, Ward Chairman of Sharda Municipality-6, said that although it is mentioned in the statistics of the department that limestone can be excavated up to 5.688 square kilometers, the company has not shown much interest so far.

A few years ago, the company's technicians came and held a public hearing and created pressure not to allow the limestone to be excavated until the local residents relocated the settlement. He informed that the technical team has not returned yet.

According to a study conducted four decades ago in Merchebari and Ghurchaur of Kalimati, there is a possibility that coal can be extracted for more than 50 years, but the relevant bodies have not yet proceeded with the process for mining and despite the fact that a company's technical team came to study for limestone quarrying near Kalimati Rural Municipality-1 Chotre, Kalimati Rural Municipality President Dan Bahadur Khatri said that mining is limited to mining because the mining permit was not obtained.

He informed that since the municipality is not responsible for the extraction of minerals, nothing has been done so far. If minerals were mined, the young generation would get employment in the village. There was no need to go to Gulf countries to work, he said,  "Because of the absence of industrial factories, there are no young people in the villages now, all of them have gone to the Gulf and other countries for employment. The young generation is all going abroad and the villages are becoming deserted after they started migrating. 

In 2061/062, Dang Cement Industries Pvt. Ltd., which obtained permission for limestone quarrying, has proceeded with the quarrying of limestone to be used for cement in Ward No. 1 Akhela area of ​​Triveni Rural Municipality of the district, but due to the lack of permission from the municipality, it has stopped limestone quarrying in its area, said Triveni Rural Municipality Chairman Khim Bahadur Rawat. He informed that if the company fulfills the criteria and obtains permission from the municipality, they can excavate. 

The head of Division Forest Office Salyan, Tek Bahadur Rawal, said that there is a lot of complexity for the extraction of minerals and the company has to meet every criteria from environment testing, forest protection, settlement relocation, even though mining has been banned in the past, the forest office will not stop those who have met all the criteria.

He informed that so far only one company has contacted and coordinated for mining. He said that if the standards are not met, the company will not get the right of forest. 

Narayan Baskota, information officer of the Department of Mines and Geology, said that while five companies have been granted permission for the mining of minerals in Salyan for the last three decades, only the Dang Cement Company is mining limestone from Triveni and others have not been able to mine. He informed that everyone who had permission for excavation could not proceed with the excavation work because they did not get the right of occupancy from the forest department. 

According to him, seven companies have been studying for excavation. He said that the license of Shobha Bhandari Construction, which has been granted permission to mine in Siddhakumakh, has been revoked, and Vishwakarma Cement has not revoked it as it is continuing its process.  

Two decades ago, the head of Bagaisree Coal Industries, which extracted coal from Kapurkot  Dinesh Dangi said that he had been extracting kaila for only two months in the Coppercoat area and had stopped extracting it because the quality was low. The heads of other companies said that they could not proceed with the excavation work due to the fact that they could not get the rights of the forest.
