Out of the 79 municipalities of Karnali, the health insurance program has not yet been implemented in three. The insurance program has not been implemented in Dolpo Buddha, Charka Tangsong and She Phoksundo Rural Municipality of Dolpa.
Vinosh Shah, District Coordinator of Health Insurance Dolpa, said that the implementation of the program has been delayed as it is a remote municipality with no facilities such as roads and electricity. You have to walk for 3 days to reach the municipality. The road is also closed due to snow during winter. He said, "Health insurance is also facing shortage of staff." Initially, the health workers were entrusted with the registration officer . I came from last year . Now we are working for implementation.' He said that he is working together on the plan to implement the program this year. He says that it is difficult to get employees to work in the municipality.
Mahesh Prasad Thakur, coordinator of Karnali Province Insurance Board, informed that the insurance program could not be implemented due to problems such as not being able to select insurance registered employees at that place. Mentioned that efforts to implement this year are continuing.
The program implemented by the government from Chait 25, 2072 was implemented in Karnali from August 1, 2074. Health insurance program has been implemented from Jumla and Rukum West. The implementation of the health insurance program in Karnali is weak. In Karnali, only 25 percent have been insured for 7 years. Still 75 percent of the population is out of insurance . In Karnali, which has a population of more than 1.6 million people, 431 thousand 176 ie 25.5 percent are covered by insurance.
1 lakh 35 thousand 700 women and 1 lakh 28 thousand 679 men have been insured. Locals say that the main reason for citizens not being able to participate in insurance is the lack of awareness and the effective implementation of the insurance program.
Health institutions listed for providing health insurance have not been able to get paid . According to Health Insurance Board Karnali, only Rs 20 crore 67 lakh 84 thousand 667 has been paid till February 15 of the current financial year. Out of which Karnali Pradesh Hospital has given the most payment of 74.4456 thousand rupees.
Although there are 127 health institutions in Karnali, the number of health institutions affiliated to the health insurance program is only 36. Because of this, service delivery is delayed .
Social Development Minister Ghanshyam Bhandari said that due to lack of budget and manpower, the implementation of the insurance program has not been effective. The state government has moved forward with the goal of building 13 strategic hospitals across the state to provide convenient health services to the residents of remote areas and through that the insurance program can also be increased.
