In Karnali, 7 laws have been made from one session. In the winter session which started on January 7th, the Karnali Provincial Assembly succeeded in making 7 laws.
This is the fifth session of the second term of the Provincial Assembly. The winter session has ended with the creation of 7 laws.
The state assembly has passed a bill to regulate Karnali province vehicle and transport, a bill to regulate economic procedures and financial responsibility, a bill to regulate Karnali province police service.
The winter session, which will be considered as the bill session, passed the Karnali State Civil Service (First Amendment) Bill, the Dalit Community Empowerment, Promotion and Development Act, the Karnali State Seed-related Bill and the Karnali State Electricity Bill.
Before this, the Karnali State Assembly was slow in making laws. A total of 53 bills were passed during the first term of the state assembly. State Assembly Secretary Jivaraj Budhathoki said that if the work is done at this speed, there are signs that the state assembly will make progress in the second term.
According to him, since the beginning of the second term of the State Assembly, five sessions have been completed so far. He said that compared to the previous four sessions, the winter session concluded this time was successful in law making.
The bill made to amend the Karnali Province Sports Development Act 2076 from this session was withdrawn from the Provincial Assembly. A total of 14 bills have been passed so far in the second term of the state assembly. Seven bills were passed from the previous four sessions.
But Rajendra Paudel, information officer of the State Assembly Secretariat, said that this winter session is important in law making. He said that the Provincial Assembly succeeded in passing seven bills in one session.
Under the second term of the Provincial Assembly, apart from those passed in the winter session of this year, seven other bills have also been passed in the previous four sessions. Among them are the Karnali Province Appropriation Bill 2080, the Karnali Province Economic Economic Bill 2080, a bill made to make arrangements regarding the formation, operation and conditions of service of local services and a bill made to make arrangements regarding the establishment and operation of the Karnali Province Training Institute.
Similarly, Karnali Province Economic Bill 2081 and Karnali Province Appropriation Bill 2081 have also been passed by the Provincial Assembly Secretariat.
In this year's winter session, out of 30 meetings, one meeting was interrupted. Now the budget session of the state assembly will start from the first week of next May.
Similarly, the Chief Minister of Karnali Province, Yamlal Kandel, has stated that the government under his leadership has given priority to law making. He said that there is a need for law in order to do the work, so the emphasis is on law making. He said that laws will also be needed to organize the work to be done.
