On 12th and 13th, the Janak Shiksha Material Center published a notice to the booksellers of Humla and Mugu to get textbooks for classes 5 to 10. Although some businessmen of Humla bought textbooks, no one came in contact from Mugu.
Because of this, not even one set of books has been sold in Mugu yet. Similarly, for Jajarkot, despite the notification being issued on Chait 18 to 19, no businessman has come in contact to buy the book.
Only 1,000 to 1,500 sets of books have gone to Kalikot, Dolpa and Jumla. While those districts need at least 3,000 to 5,000 sets of books. The center has listed 89 bookstores to distribute textbooks across the state. But still, except for 10/12 businessmen have not come to buy the books, said Bhairavwavu Pant, the regional head of the center.
"When the seller did not come, the book remained in the same place as the book, even the seller who bought the book from the center has not started taking the book to the district," he said, "If all the books are not picked up within a week, it will be difficult for the students to get the book during the enrollment campaign."
According to him, the target of distribution of 25,000 sets of books from Surkhet for the upcoming academic session, but only 8,000 sets of books have been collected. Even in the hill districts of Karnali, more than 600 books have not gone. The center said that the businessmen refused to buy the books when the local levels did not send money to the school's account.
Chetan Kandel, the proprietor of Surkhet-based Navin Books and Stationery, said that after receiving funds through schools through the local level, they take books from Janak Shiksha . "The local levels have not yet given money to the school, it will be easy to get books if the school gives us money along with the data of the students," he said.
He said that it is not possible to invest by risking a large sum of money for the greed of 9 percent commission . Amar Pandey, a bookseller from Calikot, said that they cannot buy books until the schools give them money.
In Surkhet, only Panchapuri and Lekwency municipalities have released the amount of textbooks to the schools, while in Humla, the amount has gone to Sarkeghat and Simkot. Dinesh Budha, Proprietor of Dipkailash Stationery at Kudari in Jumla, said that no local level has released the amount of textbooks in Jumla.
'Last year, 300 books were taken at a risk, but the school did not buy them,' he said, 'This year too, they have not been able to buy books because they are worried that they will run out of books.'
'One thing, the money for textbooks does not come according to the number of students, even if it comes, it comes only after 1/2 months,' he said, 'If the books do not arrive on time, the students are forced to study from old books for years.' According to him, about 500 students were enrolled in the school last year, and about 100 students used old books.
'This year too, the books did not arrive during the admission campaign,' he said, 'There are no other facilities for students from remote areas and the books also arrive incomplete and late.' Local levels have been claiming that the books will reach the hands of the students during the admission campaign. Birendranagar Municipality Deputy Chief Nilakantha Khanal said that the money will go to the school's account within 1/2 days.
'The school also gives the money to the seller quickly,' he said, 'We will make arrangements to give the books to the school within a week.' Chiringcapne Lama, chairman of Mugumkarmarong rural municipality in Mugu, also said that he is urging the businessmen to deliver the books within a week.
The Acting Director of Education Development Directorate, Karnali Province, Deepa Hamal said that necessary steps are being taken to deliver textbooks on time. "There is no shortage of books in primary education this year," he said, "There is also a problem with the local level not disbursing the funds for textbooks to the schools on time, due to which even the schools have not been able to give funds to the booksellers. We are requesting to arrange the distribution of books to all schools within a week."
