The ``Dream Project'' very lifting drinking water project being implemented by the Birendranagar Municipality of Surkhet has received permission for land occupancy rights.
After the implementation of federalism, Birendranagar Municipality is implementing the Very Lifting Water Supply Project, which is the largest investment received by the local level from the federal government in the field of drinking water.
Birendranagar Municipality informed that it was decided to allow the project to enjoy the land from the meeting of the Federal Council of Ministers. Senior Divisional Engineer Sanjeev Kumar Sah, Head of Water Sector Governance and Infrastructure Support Project Birendranagar Project Unit Office Surkhet, said that with the permission of the Council of Ministers for land tenure, all the legal procedures will be completed within the next month and the work of tree felling will be started at the field level. He claimed that now the project will speed up.
Due to the delay in the permission of land tenure, there was a delay in proceeding with the work at the field level. During the construction of the Very Pumping Project, the Cabinet meeting approved the project to use 3.2 hectares of land in the National Forest area of Birendranagar Municipality Ward No. 8, 11 and 12 and Lekbensi Municipality Ward No. 10. According to Sah, the head of the
project, construction professionals have already started the process of purchasing pipes required for the construction of water tanks and transmission lines. Similarly, he informed that the study of watershed management is being done under component three, from surveying the areas not covered by the project to wards No. 13, 14, 15, 16, to preparing cost estimates for public toilets.
Mohanmaya Dhakal, Mayor of Birendranagar Municipality, said that with the permission of the land occupancy right, the way to proceed with the extension of the access road and electricity line to the project site has been opened. After a long study, 5 months ago, Birendranagar Municipality made the project enter the implementation stage.
Last August 13, the water sector governance and infrastructure support project entered into the implementation phase of the Birendra Nagar Project Unit Office Surkhet and the construction company. The agreement was signed by Sanjiv Kumar Sah, head of the project unit office, Mohanmaya Dhakal, head of Birendranagar Municipality and Sushil Kumar Shrestha, representative of the Chinese company Xinjiang Terms International Economy and Technical Co-operation Company Limited.
An agreement was made with the construction company to bring water from the well to Birendranagar within the next three years at a cost of 3.5 billion 8 lakh rupees and the work was progressed. Among the 11 construction companies that participated in the contract made through global tender, the Chinese company has been entrusted with the construction of the project.
In Birendranagar, which is the largest municipality in the state, the project is progressing with the goal of providing easy long-term drinking water supply to the growing population of Birendranagar for the next 30 years (year 2050). The Federal Ministry of Water Supply is going to bring water from the Bheri River to Birendranagar Valley through lifting technology under the 'Water Sector Governance and Infrastructure Support Project' with the support of the World Bank loan from the current financial year 2081/082 in partnership with the union, state and local levels at a cost of 100 million US dollars. According to which, the federal government will invest 80 percent and the provincial government, Birendranagar municipality will invest 20 percent. Karnali Provincial Government and Birendranagar Municipality have allocated five million rupees under the 'Mutual Fund' in the financial year 2079/080, while the municipality has already arranged five million rupees for the expansion of the access road to the project site and the construction of necessary infrastructure.
In the first phase of the project, which aims to provide sustainable and improved water supply and sanitation services, as well as increase the local capacity in service delivery, the water flow will be diverted and two intakes will be constructed about seven meters deep from the river surface. After that, construction of a water treatment system at a distance of about 400 meters from the intake, along with seven kilometers of pipeline expansion, the main reserve tank will be constructed at Amritdanda located in Birendranagar-11.
Similarly, in the first phase of the work, the main water transmission line will be extended from the tank to Birendranagar. In the second phase, there is a plan to extend the transmission line on both sides of Ratna highway and Surkhet-Jumla road in Birendranagar valley. The rest of the distribution system and District Metered Area (DMA) will be done. It is estimated that the first and second phases will cost around 3/3 billion.
Bheri water will be dropped into the treatment tank at a height of four meters. After that, the water from the tank will be pumped into the reserve tank to be built in Amritdanda through a four-kilometer long pipe. A pipe capable of carrying water with a capacity of 550 mm per second will be placed in Amritdanda and extended to the main tank. Three reserve tanks of 3 million capacity will be constructed in Amritdanda. There is a plan to distribute water in all 1 to 13 wards of Birendranagar.
