The wall started to surround the Tribhuvan Janata Secondary School in Pokhara of Kalimati Rural Municipality-1 Lakshmipur of the district has fallen into disrepair. Due to neglect of the budget allocation by the relevant agencies, the construction of the school wall has been stalled.

Due to the fact that it is open from all sides, the cattle left for grazing by the farmers and the cattle started to bother them. In 2076, the Kalimati Rural Municipality allocated a budget of 10 million and proceeded with the construction of concrete walls through the consumer committee. After the construction of the wall was stalled, the school became a shelter for Pashupaya. Because of this, garbage has increased all around the school. 

The headmaster of the school, Pokhar Singh Khatri, said that only 100 meters of wall construction was done out of the 1 million allocated by the rural municipality in 2076, and then due to lack of additional budget, it could not be expanded. He informed that although he has been making demands from the municipality and state government for the construction of the wall, no one has shown interest. 

'A wall of about 400 meters should be built to surround the school. Now there is only a hundred meters of wall on one side. It is open on three sides. As a result, the cattle left for grazing by the local farmers directly enter the school and litter," he said. The office assistant of the school has to get rid of the cattle.' 

The school was established in 2009 and there are more than 500 students and Prof. Khatri says that as the time is spent driving the animals all day, not only the garbage in the area around the school but also the teaching is being affected.

Although the municipality has advanced the program as a multi-year plan, due to lack of additional budget, the construction of the wall has stalled in the middle, said Ravilal Basnet, chairman of the school management committee and ward president. He informed that the wall built without budget for a year or two may collapse due to rain. 

'We are requesting budget from the municipality and the state to complete the wall that has fallen into disrepair. The municipality has avoided adding it because it does not have enough budget, while the state government has not taken care of it. Last year, after being surrounded by fire from all sides, the locals were desperate to save the school.'
