Three parliamentary committees of Karnali state have been leaderless for a long time. The Chairman of the Public Accounts Committee, Finance and Natural Resources Committee and Social Development Committee has not been elected. The Finance Committee has been leaderless since last May, the Development Committee since July and the Accounts Committee since last October.
Four bills are currently pending in this committee. Due to the lack of leadership of the committee, the discussion on the bill could not be started. The committee meeting has not been held. The committee responsible for monitoring the activities of the government and holding it accountable for matters of public importance has not been able to hold the state government accountable due to its lack of leadership. Unified Samajwadi MP Kalyani Khadka alleged that the state government's arbitrariness has increased due to non-functioning of the parliamentary committees. "Even if the house is closed, the committees should be active, but we have closed the work of the committees, the government has also done what it likes, there are no regulatory bodies," she said.
Accounts chairman Jit Bahadur Malla of UML has resigned, while development committee chairman Ghanshyam Bhandari of Congress and Durg Bahadur Rawat of Maoist, chairman of finance committee, have become ministers, the leadership of the committee is vacant. As the committees do not get leadership, the activities including evaluating policies and programs, resource mobilization, management, etc. of the ministries and subordinate agencies and giving instructions to the relevant agencies, submitting annual reports with comments, recommendations and instructions have been stopped.
Dal Rawal, the chairman of the former state assembly member forum, said that the parliamentary committee will do the fine work of the parliament. He said, "Regular business, ongoing work should be discussed, committees should be more active than the parliament," he said, "Parliament leadership should pay attention to select committee leadership."
Jivraj Budhathoki, Secretary of Karnali State Assembly, said that although the senior member can do the work of the committee when the post of chairman is vacant, it is not applicable in Karnali. He said that he could not speak because it was an internal matter of the party. "Political parties have to form committees themselves with interest until now. It should not be left empty for a long time,' he said.
