The Chief Minister of Karnali Province, Yamlal Kandel, has said that the practice of bringing plans by paying additional fees will end. He also clarified that no citizen should pay extra fee to bring the scheme.

Speaking at a press conference organized by Jumla branch of the Federation of Nepalese Journalists, Chief Minister Kandel said that he is going around Karnali to gather public opinion against the belief that the scheme is in the pockets of middlemen and leaders. 

He said, 'The plan is not something to be bought and sold. This is not even a matter of business. Conscious people can play a role in coming up with a plan. I accept that, but it is never acceptable to pay extra fees to bring the plan.

He said that it could be a person or an employee of that party who brings the plan and asked everyone to bring the plan. Chief Minister Kandel added, 'But whoever initiated the plan, it is not his plan. The plan belongs to the customer. Whether it is the leader of the party or the office manager who charges extra fees for repeating the plan and bringing the plan, no one needs to pay extra fee to bring the plan.'

Chief Minister Kandel said that when employees are transferred, contractors do not have to pay extra fees even when paying bills.  

Stating that it has been heard that there is a 60/40 share in development, Chief Minister Kandel said that the accusers are running away. He said that except for some plans of the Agriculture and Infrastructure Office, all the plans do not have a budget below 1.5 million. He also said that if the plan is below fifteen lakhs, it will not be implemented. 

He said that the cycle of changing plans when the government and traveling companions change has ended. Surkhet has the highest budget, isn't it? In response to the journalist's question, Chief Minister Kandel said that the budget is the same as it was without the Chief Minister. Chief Minister Kandel said, "Although I am not the Chief Minister, the budget was as it is now, but it was not discussed." Now I am the Chief Minister. The budget is also the same. But now there is discussion. When coming to public life, three generations of accounts are being opened.

He said that the Karnali government will bring a balanced and need-based budget and take plans above 300 million to tender. In Jumla, he will hold discussions with political parties, heads of government and non-government offices, people's representatives and farmers. He reached Jumla via Calikot, Mugu.
