The construction work of Ghartigaon-Zhinuwa-Jagarbot road, which is considered important to connect the two local levels of Triveni and Madi Rural Municipality of Western Rolpa, has been progressed rapidly.
The construction of the road has been started from Jagarbot of Triveni-5 via Siddhapur-Hanjabang-Jhinuva via Jhinuva of Madi-1 to Pedikhola-Ghartigaon market. Road construction has been started with the joint initiative and investment of both rural municipalities.
It is believed that the road connecting other villages through the center of the two rural municipalities will bring in the dimension of development. If the productive areas of the village are connected by roads, both rural municipalities plan to bring commercial and potential geography to the core of development.
Last year, in a joint meeting of the two municipalities, the people's representatives decided to concern themselves with road construction. Budget allocation has been started since that year. Pahalman Wali, the Information Officer of Madi Rural Municipality, said that in the first phase, widening of the road, construction of a drain, and in the second phase, the road is being paved according to the plan.
Road construction has started from Ghartigaon market, the center of Madi. In the first phase, black paper has also been started from here. So far, 1,300 meters have been blacklisted.
's information officer Wali says, 'If the work is done vigorously, the road will be blacklisted in the next two/three years.' 3 crore 61 lakh has been allocated.
The work of widening the road from Madi and Triveni is going on, but the black sheeting has started from Madi area. He said that the goal of widening the road is to reach Jhinuva village within this year.
According to Krishna Bahadur KC, the ward president of Triveni Rural Municipality-5, the road from Nerpa to Jagarbot has been constructed and blacked. Before that, widening of the road section from Jagarbot through Siddhapur-Hanjabang to Jhinuva village on the border of Madi is underway.
'Since there is only one road that connects the border of two levels, we have been allocating the budget annually according to the agreement of raising the budget jointly,' he says, 'After the road is widened, the black sheeting work starts. We will start putting black paper on both sides.'
But since it is the same road, the allocation budget from the state and the union comes jointly under the same title. Both levels are managing the budget under the same title. There was also a joint agreement to allocate equal budgets by both levels in every financial year.
The residents of Jhinuwa are very happy after holding a meeting in their village and deciding to start road construction. According to the local leader, Janak Wali, in addition to the development of the village, there has been a demand from the people's representatives at both levels to build a telephone tower, a cycling route from Cholifinje to Patihalna via Tin Chuli.
'Potato production is high in Zhinua. We have also demanded that the irrigation scheme and the physical condition of the school be improved in our Jhinuva, which is known as a potato producing village, he said.
Madi Vice President Jaipuri Ghartimagar said that since she has always been sitting inside the expensive and nice building, she invited other people in Jhinuva village to hold the meeting and got a new experience and got a chance to see the people's problems with her own eyes.
is his experience, 'It was a pleasure to debate, discuss and coordinate with each other on development issues. During the first war, we sat in the midst of the people just as we worked closely with the people. I felt happy.'
An inter-municipal level joint meeting was held in Baisakh of the previous year in Jhinuwa, the border area of the two rural municipalities, to decide on the agreement that Triveni and Madi rural municipalities will jointly implement the development plan. A joint meeting was held in the presence of all the officials of the two levels of executive.
The area where the meeting is held is at an altitude of about 2,100 meters above sea level.
Explaining the reason behind the joint executive meeting held under the tree, Madi President Amarsingh Ghartimagar says, "The agenda of the meeting was about important plans for the development of both levels." We have adopted this method to complete the development plan together.'
Triveni president Karna Bahadur Banthamgar recalled about the same development plan, 'We had reached a new place for a meeting with a new agenda. We reached a new squeeze by debating and discussing the development issues of both levels. Now the implementation is in full swing. Now, by developing the road, we will also participate in other social and cultural activities.
Jhinuva market and potato village under Khambukhle. To the east of the famous Jhinwa village, there is a vast forest and plateau area from Tin Chuli to Thurpa Dhuri. Until a few years ago, the shepherds of Rukum and Rolpa used to come to take care of hundreds of sheep and stay there for months. Wild animals such as ghoral and rate are found in those areas where trees such as walnut, red gurans, uttis, kharsu and banj are found.
Madi-1 Ward President Rohitsingh Ghartimagar said that the development of Jhinuwa and surrounding villages will be affected by the road. He said that road construction will help to take local products out and introduce other development plans. He said, "All of us have decided to pay attention to the development of this area together." The joint meeting has developed mutual coordination and decision-making ability.
The Ghartigaon-Zhinuwa-Hangjabang-Jagarbot-Nerpa road that connects Madi's center Ghartigaon with Triveni's center Nerpa Jugar is the only short and optionless route. "If we connect this road and make a black sheet, the agricultural produce produced in both the rural villages will be able to be taken to the market and it will be possible to bring ease to the neighborhood," said Amarsingh, president of
Madi. Ghartigaon has already been connected with Shahid Marg, which is under construction from Dang Ghorahi to Rukum via Holeri in Rolpa, while Nerpa Jugar has been connected with Nuwagaon Triveni section of Shahid Marg by road.
Only about 15 km of the 25 km long road from Nerpa to Jhinua and Ghartigaon through Jagarbot will have to be paved. If the roads are widened and paved at the initiative of both levels, the means of transport will be able to run regularly throughout the year.
Both levels have been allocating the budget for the said road. People's representatives are more active in bringing the conditional budget with regular subsidies from the state and federal governments to complete the plan.
Similarly, construction of a new road connecting Dumla village of Triveni-7 from Bangkhola in Madi-2 to Thurpa Lake has been started on the initiative of both rural municipalities. In order to improve mutual relations and drawing attention to the development plan, an inter-municipal level authorized coordination committee has been formed to monitor and evaluate the plan. Pahalman Wali, information officer of Madi, who is responsible for organizing and managing the
meeting, said that many things were learned from the joint meeting of both levels at the new location. The decisions passed by the Board have been recorded.
