New rules for IVF: Only men and women between the ages of 20 and 35 are eligible for sperm or egg donation

The Ministry of Health and Population has approved 'Infertility Management Service Operation Standards, 2082' to organize and regulate infertility treatment (IVF) services. In the standard, a clear provision has also been made for donors who donate sperm or eggs.

The age of the donor should be between 20 to 35 years, the absence of any communicable disease should be proved by a health examination and in case of marriage, the written consent of the couple has been made mandatory. 

In the same standard, men can donate sperm only 10 times and women can not donate more than 6 times and the identity of the donor must be kept completely secret  Done . Also, it is strictly prohibited to induce or pressure any person to donate. Health and Population Minister Pradeep Poudel has approved the standard by making a ministerial decision.

Ministry has prepared this standard after intensive discussions with the stakeholders and experts in the related fields. With the approval of the standard, for the first time in Nepal, the 'infertility treatment (IVF)' service and the necessary laboratory, manpower management and sensitive sperm and egg donation (donor) process will be more organized.

In the absence of law, the ministry has issued standards to regulate the rampant abuse in the name of child treatment. Earlier, the Central Investigation Bureau (CIB) of the Nepal Police started investigation

against five people including three doctors of 'Hope Fertility and Diagnostic Pvt.' was . 

This organization, which helps a childless couple to have a baby with the help of various technologies including IVF, was arrested by the CIB on the basis of a complaint that the ovum of a girl under the age of 18 was traded.

According to CIB spokesperson SP Yuvraj Khadka, a complaint has also been registered against them for crimes against children. CIB for research Dr. Fossil Officer, Dr. Swasti Sharma, Dr. Malina Chaudhary along with Justina Pradhan and Alisa Wali were taken into custody. CIB is investigating after leaving them in attendance. 

Standards have been issued to effectively regulate childless treatment centers on a legal basis, to bring uniformity to childless treatment services, to set minimum physical infrastructure, manpower and laboratory levels, to make service fees transparent and to ensure the rights of service recipients and donors. Saroj Sharma said.

'Infertility is not only a sensitive health problem but also a deep social and psychological issue . This standard will work as a milestone to make childless treatment services more secure, transparent and international,' said Dr. Sharma said, 'According to this standard, the service provider will be held fully responsible and anyone who does not follow the specified standard will be brought under strict legal action.'

Similarly, the spokesperson of the ministry, Dr. Prakash Budhathoki said that this standard will play an important role in making the reproductive health sector organized and effective. 'Recently, the problem of childlessness is increasing, but many questions were raised about the quality and process of institutions that provide treatment. Many couples can be cheated and if they don't get quality service, their life will also be  Dr. Prakash Budhathoki said, 'This standard will play an important role in making the service safe and reliable.' As mentioned in the

criteria, I.I.U. and IVF. It has been arranged that permission must be obtained from the Ministry of Health to run specific services. Skilled manpower including Infertility Specialist, Trained Embryologist and Anaesthesiologist is mandated in every licensed center . In terms of infrastructure, the standards have been set to include a building in accordance with the National Building Code, a specialized andrology and embryology laboratory, a surgery room and an emergency intensive care room.
