The Ministry of Health and Population has issued a national guideline for patient referral. In the case where the patient coming to the health institution cannot be treated in the same institution, they should be sent to another health institution immediately for further treatment and arrangements should be made for treatment.

In cases where the structure, equipment, specialist services of your institution are not available or treatment cannot be provided due to other appropriate reasons, you should provide the services available in the institution and send them to other hospitals for further treatment.

In the case of patients who are admitted to the emergency room, the same health institution should be held responsible until they are admitted to another, according to the guidelines. It is mentioned in the guidelines that the patient should not be sent to another institution despite the availability of the service that the health institution should provide according to its level and the health institution can only send the patient to the nearest and highest level hospital when the service is not available.

The spokesperson of the ministry, Prakash Budhathoki, informed that although there are standards for the referral of different types of patients, the ministry has issued an integrated guideline to cover the overall referral system of the hospital. The guidelines have determined that if the treatment of emergency and admitted patients is not possible, the first hospital will be responsible until they are transferred to another hospital.

The first point of care must contact the relevant hospital before sending the patient and coordinate ensuring that treatment, beds and necessary services are/are not available there. In the

directory, arrangements have been made to make the related unit compulsory in every hospital, local level, province and national level. Since the necessary information about the patient is shared in the directory, it has been arranged that there will be no need to repeat the test.

In order to reduce the number of patients in government hospitals, a guideline has been issued to send patients only on the basis of need. The guidelines have given full rights to the patients to get information about the place where they are going for treatment, and they have also tried to control the issue of referral from the hospital as far as the treatment is possible.

Dispatch units arranged at the local level, state and federal levels will ensure the quality of health services and delivery of those places. Dr. Prakash Budhathoki, the spokesperson of the ministry, who will instruct the health institutions in this regard, said.

The Therapeutic Services Division of the Department of Health Services will implement and manage the referral program. The provincial health directorate will contact and coordinate by working in coordination with the ministry of health or ministries related to health in the province. At the local level, contact and coordination will be done by the relevant health department, division or branch.
