Dharche Rural Municipality has terminated the contract with the construction company after the work on the administrative building was left incomplete.

The company Bikoi-Hemanta JV, which was responsible for the construction of the building in Dharche-5 Machhakhola, was unable to complete the construction even after three extensions. 

After the work was left unfinished, the rural municipality had set a deadline of 15 days on Jestha 15 and demanded an explanation from the company. However, the rural municipality has stated that there is no reliable plan and commitment from the construction company to complete the work within the time limit.

The rural municipality has stated that the village executive decided to terminate the contract agreement last Thursday, based on Section 59(7) of the Public Procurement Act 2063. ‘We asked for an explanation after the building work did not progress, but there was no response,’ said Rural Municipality Chairman Laxman Gurung, ‘We decided to terminate the contract in the executive meeting, now a new process will begin to complete the remaining work.’

Bikoi-Hemanta JV Chitwan took over the construction of the administrative building in Dharche by signing a contract on Baisakh 5, 2078 BS. The construction of the building, which was contracted to be completed by Magh 29, 2079 BS, has only been 50 percent complete by the time the deadline was extended for the third time.  

The deadline was extended for the first time to be completed in Falgun 2080 BS, the second time to be completed in Falgun 2081 BS, and the third time to be completed in Falgun 2082 BS. The Rural Municipality has stated that no construction work on the building has been carried out during the extended deadline.

The Rural Municipality has stated that the contractor has been avoiding the work citing reasons such as geographical difficulties and transportation inconvenience. Since Dharche Rural Municipality does not have its own building, it has been providing services from a rented house.
