Bhimsen Thapa Rural Municipality is going to insure all households within the municipality. The group home insurance has been started with the aim of keeping the private homes of citizens safe from natural disasters and other risks.
The work of insuring private households and government and non-government buildings was formally started on Monday by insuring the administrative building of the rural municipality. Chitra Adhikari, the rural municipality's chief administrative officer, said that an agreement has been reached between Bhimsen Thapa Rural Municipality and the National Insurance Company to insure households and buildings.
'We formally started by insuring the administrative building on Monday,' he said. 'We have urged all households in the rural municipality to go to the ward office and take this facility, now all households and buildings across the municipality are insured.' He said that after the insurance, security, trust and relief will be ensured even in the event of disaster risk or uncertainty.
‘Except for the Budhigandaki flood zone and road standards, residential and commercial houses built on private land will be insured,’ said Adhikari, the municipality’s chief administrative officer. ‘Our initial estimate is that 3,500 houses will be insured.’ Adhikari also said that a minimum annual property tax of Rs 250 per house will be collected and insurance will be managed from that amount. The rural municipality has also been facing the problem of roofs being blown off due to floods, landslides and windstorms.
It is also stated that a maximum of Rs 400,000 worth of home insurance can be obtained based on the assessment of the damage to each insured house. As per the agreement with the national insurance company, insurance policies will be issued in the name of the listed homeowners within Bhimsen Thapa rural municipality. The terms and conditions of the insurance policy are mentioned in the agreement as per the Property Insurance Directive, 2080.’
The agreement states that the insurance will cover risks such as fire, lightning, storm, earthquake damage, floods and landslides as stipulated in the directive. He said that sloped houses made of bricks and cement and houses made of stone, bricks and mud built after the earthquake will be included under the insurance policy. The rural municipality has stated that houses made of completely temporary materials (wood, tin, mud), houses in the Budhi Gandaki project-affected areas, and houses within the public and road standards will not be included in the insurance.
The official said that the agreement states that claims for damage caused due to construction defects, structural weaknesses and lack of maintenance will not be paid.
