The construction of the administrative building of Dharche Rural Municipality has been stalled. The contractor company Bikoi-Hemant JV, which did not complete the work within the contract period, has not been able to complete the construction even after extending the deadline three times. The construction of the administrative building had begun in Machakhola, Dharche-5.
Buddhiram Basnet, Chief Administrative Officer of Dharche Rural Municipality, said that the representatives of the construction company have not come to the construction site for a year. ‘We have issued a public notice to come with a clear reason to work within 15 days,’ he said. ‘Despite repeated requests, the work could not be done before, the construction of the building is stalled, and recently the workers of the contractor company have not even been in the field for a year.’
Bikoi-Hemant JV, Chitwan, took over the responsibility of constructing the administrative building of Dharche by signing a contract on Baisakh 5, 2078. The construction of the building, which was contracted to be completed by Magh 29, 2079, is in a state of disarray until the deadline is extended for the third time. After the construction was not completed on time, the deadline was extended for the first time to Falgun 29, 2080, the second time to Falgun 29, 2081, and the third time to Falgun 29, 2082. The rural municipality has stated that no construction work has been done during the extended period.
The rural municipality has urged the company to come forward with the reason for the failure to complete the construction work within 15 days and a plan to complete the work, a reliable plan for resource mobilization, and a commitment to complete the work.
The rural municipality has warned that if the company does not show readiness to resume the work, it will proceed as per Rule 128 of the Public Procurement Act, 2064. Basnet said that 50 percent of the construction work has been completed. The rural municipality has stated that the contractor has been avoiding the work citing reasons such as geographical difficulties and transportation inconvenience. "We have asked them to come in touch within 15 days with a reason, if work is still not done, we will proceed as per the rules," he said. The rural municipality has started the process of terminating the contract of the contractor company that is leaving the administrative building abandoned. Dharche Municipality has been providing services from a rented house due to lack of its own building.
