Narpa Bhumi Rural Municipality in the Himalayan district of Manang has stated that government services have become ineffective due to the poor state of telephone network and internet service.
The rural municipality wrote to the Office of the Prime Minister and Council of Ministers (Hello Government) on Tuesday, urging it to take immediate steps to resolve the problem.
The rural municipality has stated that despite the presence of Nepal Telecom towers in Nar village and Phu village of ward no. 5 of Narpa Bhumi Rural Municipality-1, the service received is repeatedly disrupted due to lack of stability and quality. Sushil Lamsal, the rural municipality's chief administrative officer, complained that due to lack of network access in rural municipality center Chyankhu and other settlements, daily work and information exchange have not been possible.
According to him, the rural municipality had entered into an agreement with Techminds Network Pvt. Ltd., located in Bharatpur Metropolitan City-4, Chitwan, to provide internet service for the operation of information and communication technology-based services. However, when internet service is disrupted minute by minute, more time is spent on maintenance than operation.
Due to the lack of mobile network and weak internet service, the online system operated for government services is not working and data cannot be entered into the online system, said Chief Administrative Officer Lamsal.
‘We are forced to walk two days from the municipality center to the district headquarters just to enter data into the online system. Regular services such as ward registration and citizenship recommendation have not been able to be operated online,’ he said. ‘Due to the lack of network, past and present incidents of human loss are still fresh as disaster incidents cannot be quickly contacted at the nearest health post and police post.’
Clarifying that service delivery through the digital system will not be effective unless communication infrastructure is expanded in remote areas, the rural municipality has written to the Office of the Prime Minister and Council of Ministers (Hello Government) Singha Durbar for quality and sustainable telephone and internet service management.
The rural municipality has also sent the letter to the Ministry of Communications and Information Technology, Nepal Telecommunication Authority and Nepal Telecom for clarification.
