The death of a teenager from Surkhet, Inisha Bik, has sparked nationwide outrage. In this context, the Joint Political Dalit Struggle Committee, Kaski, submitted a memorandum to the Prime Minister through the District Administration Office, Kaski on Sunday, stating that its serious attention has been drawn to this incident.
The memorandum, sent through Kaski Chief District Officer Rudra Devi Sharma, strongly condemned this heinous crime that challenges human civilization. The committee has termed this incident as horrific and inhumane and has concluded that such barbaric violence against women and children even in a democratic republic is a matter of shame for the state and society.
The memorandum submitted by the Struggle Committee states that the fundamental rights mentioned in the constitution have not been effectively implemented due to the patriarchal thinking and caste system that are entrenched in the society. ‘Despite the great rights written in the Constitution, the main reason why Dalits and women are unsafe in practice is this discriminatory social structure,’ the memorandum says, ‘due to which such inhumane incidents are constantly recurring.’ The
committee has demanded a fair and effective investigation into the incident and the truth to be made public. The culprits involved in the incident should be identified immediately and the maximum punishment should be ensured as per the prevailing law, appropriate compensation should be provided to the victim’s family and their complete safety should be guaranteed, and a serious investigation should be conducted into the serial incidents of violence and discrimination against Dalits and girls not only in Surkhet but also in Rautahat and Parsa districts in the recent past.’ The committee demands that the law enforcement agencies should be made more active and accountable. The coordinator of the Joint Dalit Struggle Committee, Bhim Nepali, while submitting the memorandum to the Chief District Officer said that the law enforcement agencies should be made more active and accountable. Stating that some hope for justice has been raised among the victim’s family after the news of the arrest of the culprits of the incident was made public, he said that he has put pressure on the government to bring this process to a conclusion. He also warned that human rights activists and civil society will continue to monitor the situation until the victims get justice and the perpetrators are punished. The committee has appealed to the local, provincial and federal governments to be serious about the rights and security of the oppressed communities.
