Gandaki Province Chief Minister Surendra Raj Pandey has said that while taking action against employees involved in irregularities, he took Ramana and became an administrative officer in another body.

This example presented by Chief Minister Pandey at the session titled Federalism: Just Structure or Also a Carrier? held in Kathmandu on Tuesday has exposed the limited authority and structural weaknesses of the provincial government.

‘I wrote a letter taking action after seeing the irregularities,’ Pandey said, ‘But the employee, not understanding my letter, said – ‘Chief Minister, keep your letter with you, I am taking Ramana.’ He said that the employee who was taken action against later became an administrative officer in another body.

Chief Minister Pandey said that this incident showed the weakness in employee management and discipline within the federal structure and said that coordination and clear authority are necessary between the center, provinces and local levels. He said, ‘Despite the structure, this problem has arisen because the government does not have authority.’ He also said that even though many people come to work such as building hospitals and resorts, there is a problem due to lack of authority.
