The failure to elect a new leadership in the Intermediate Users Committee under Chitwan National Park has halted the flow of services, including crop damage relief and business recommendations.

The election of a new leadership for the Intermediate Consumers Committee, whose term ended on July 14, was delayed for some time after the affected community protested that the Land Problem Resolution Commission had not surveyed and mapped the land in the Intermediate Consumers Committee.

After strong opposition from the locals, the local level in this area had issued a letter to stop the election process of the Intermediate Consumers Committee. The problem was resolved when the people's representatives, the park, the commission officials and the local residents agreed that there was no obstacle to surveying the land as per the law and that the land survey would proceed.

After the discussion held in the District Coordination Committee on July 19, new leadership was elected for the Nanda Bhauju, Sikhauli and Triveni Intermediate Community Forest Committees, but five committees in East Nawalparasi are still without leadership. Despite the lack of leadership, the employees have informed the park about the damage caused to humans and crops by wild animals, but the consumers have not been able to receive the compensation amount due immediately.

Due to the failure to select a leader, the residents of this area have not been able to obtain the river products needed for building houses, have not been able to get relief for crop damage, and businesses operating in the buffer zone have been deprived of recommendations for registration and renewal, said Sudhan Lamsal of Kawasoti-10.

In some places, locals have been obstructing the formation of the committee until compensation is provided for the cultivable land eroded by the Narayani River. Stakeholders have been urging an immediate resolution of the dispute, saying that the long-term absence of the buffer consumer committee will also affect conservation.

The local level wrote a letter not to form the committee, saying that the Land Problem Resolution Commission had not surveyed the land, and then the leadership selection process was stopped due to the Genji movement and disputes over relief and compensation in some places, said Netra Pandey, chairman of the Siswar Buffer Consumer Committee.

Chitwan National Park has been saying that new leadership has been selected in some committees and that the process of forming a new committee will be taken forward after discussing with the district stakeholders in the committees where there is a dispute. Some work has been stopped due to the absence of the committee.

Even though the information about the incident came from the employee, the committee itself is necessary to receive compensation, said Avinash Thapa, Information Officer of Chitwan National Park.
