Gandaki Province Chief Minister Surendra Raj Pandey has kept the Energy, Water Resources and Drinking Water Ministry to himself since the minister resigned in protest at the crackdown on the Bhadra 23 protests. He has not appointed a new minister even two months after his resignation.

The then Minister Phanindra Devkota had announced his resignation on Bhadra 24, saying that the party's directives and ethics did not allow him to remain in office.

Chief Minister Pandey is not planning to appoint a minister immediately. Government spokesperson and Minister for Economic Affairs Dr. Takraj Gurung said that there is no possibility of appointing him today. 'According to the situation in the country, there is no such environment to indulge in formation, reorganization or such. Due to various reasons, I have not seen an environment to make new appointments today,' he said.

He said that the issue of appointment is a matter of the Chief Minister's jurisdiction, and there was no discussion on this issue in the party and the Council of Ministers. Out of the 9 ministries in Gandaki, the Congress had divided 5 ministries including the Chief Minister and the UML had divided 4 ministries. Chief Minister Pandey had made Nepal Samajwadi Party (New Power) MP Phanindra Devkota a minister from the ministry that belonged to the Congress.

Pandey had appointed Devkota as a minister for crossing the floor and supporting him in a difficult situation due to lack of cooperation with the UML-Maoist. Although he was prosecuted for running with the Maoist election symbol, the court ordered not to implement the action. After this, he became the Energy Minister for the second time on 16 Ashad 2081.

Since the quota from which Devkota resigned belongs to the Congress, the Congress will get this ministry. According to Congress sources, preparations are underway to appoint a new Energy Minister by the first week of Mangsir after the central committee meeting. There has been no discussion within the Congress on who to make the minister.

Ministry Secretary Dr. Rajan Bhattarai said that there was no difficulty in the work of the ministry after the resignation of the previous minister, who is not a departmental minister. He said that since the responsibility was assigned to the Chief Minister, regular work is being done by discussing with him

‘We have worked through him. If he had been a minister, there would have been more dialogue and discussion while working. However, there is no such difficulty,’ he said. He says that ministers are needed when problems need to be solved politically while working in a place.
